长吉图开发开放先导区旅游产业集群演进及发展趋势研究

【摘要】：长吉图地区是吉林省旅游产业发展的核心区域，旅游产业发展优势明显。该区域旅游禀赋高，自然景观类型多品位高，人文景观独特，文化内涵丰富，对内对外交通便利，拥有丰富的客源市场；经济发达，经济结构更为完整和合理，旅游产业服务部门更容易在该地区集聚，旅游产业链条完整。2009年8月30日,国家批准了《中国图们江区域合作开发规划纲要——以长吉图为开发开放先导区》,旅游产业发展被多次提到,致力于建成融生态、民俗、冰雪于一体的国际知名旅游目的地和国内旅游活动中心,形成特色鲜明的长吉图旅游产业带。2010年长吉图地区国内外旅游者达5193.02万人，增长率19.35%；全年旅游收入达616.22亿元，增长率26.8%，占吉林省旅游总收入的81.86%，是吉林省旅游产业的聚集区域；长吉图旅行社多达437家，星级酒店125家；长吉图区域内A级景区87家，其中5A级景区3家。长吉图地区旅游产业发展潜力巨大，旅游产业集群形成，并引起政府的高度注意，给予政策支持。本文借鉴区域经济学、旅游学、管理学等相关学科的研究理论和方法，结合现有的理论和实践方面的研究成果，对旅游产业集群的理论和方法进行了解析，建立不同于高新技术和制造业的旅游产业集群的研究方法和体系，并以长吉图开放开发先导区为研究对象，从旅游产业集群的识别，历史演变和空间演变过程方面构建旅游产业集群的理论分析和实证检验框架，，为制定旅游产业集群发展战略提供了理论支撑，为长吉图开放开发先导区制定区域产业政策提供依据。本文一共分为了6部分：第一部分，介绍本文选题背景、目的、研究意义，并从国内文献综述和国外文献综述两个方面对旅游产业集群的理论基础作了简要介绍，最后提出了针对长吉图地区的旅游产业集群的研究方法和研究技术路线。第二部分，从旅游产业的范围界定，旅游产业集群的概念界定、基本特征、影响因素及动态演进6个方面对旅游产业集群的基础理论进行详细解析。第三部分，对研究区域长吉图的区位、发展历程、及综合经济三个方面进行简单介绍，对长吉图的旅游现状、旅游产业发展优势进行了详细分析。第四部分，总结前人使用的旅游产业集群的识别方法，根据长吉图区域特征选择识别方法，并运用全国、整个吉林省和各市旅游数据，对长吉图旅游产业集群进行了实证识别。第五部分，根据长吉图区域历史发展过程和11年数据资料深入分析，具体阐释了长吉图旅游产业集群的历史和空间演变的过程。第六部分，根据长吉图旅游产业发展的五大优势，提出分别从体制创新、旅游产业体系完善、空间分布、人才素质的提高五个方面对长吉图旅游产业集群进行培育，应从法律法规、组织、政策、资金、人才等方面对长吉图旅游产业集群的培育提出保障策略。
[Abstract]:Changjitu area is the core area of Jilin Province tourism industry development, tourism industry development advantages are obvious. This region has a high tourism endowment, natural landscape types of multi-grade, unique human landscape, rich cultural connotations, convenient for internal and external transportation. With a rich tourist market, developed economy, more complete and reasonable economic structure, tourism industry service sector is easier to gather in the region, tourism industry chain is complete. August 30th 2009, The State approved the outline of China's Tumen River Regional Cooperation and Development Program-taking Changji Tu as an open pioneer, "the development of the tourism industry has been mentioned many times, committed to the integration of ecology and folklore by Yu Jiancheng," In 2010, there were fifty-one million nine hundred and thirty thousand and two hundred domestic and foreign tourists in Changjitu area, with a growth rate of 19.35%, and the annual tourism income reached sixty-one billion six hundred and twenty-two million yuan. The growth rate of 26.8%, which accounts for 81.86% of the total tourism income of Jilin Province, is the gathering area of the tourism industry in Jilin Province; there are as many as 437 travel agencies in Changjitu, 125 star hotels, 87 A-grade scenic spots in the Changjitu region, There are 3 5A grade scenic spots. The tourism industry in Changjitu area has great potential, tourism industry cluster is formed, and the government pays close attention to it and gives policy support. Based on the theories and methods of regional economics, tourism, management and other related disciplines, this paper analyzes the theories and methods of tourism industry cluster, combining with the existing research results in theory and practice. The research method and system of tourism industry cluster, which is different from high and new technology and manufacturing industry, is established, and the research object is Changji Tu open development pioneer area, and the identification of tourism industry cluster is carried out from the point of view of tourism industry cluster. In the aspect of historical evolution and spatial evolution, the theoretical analysis and empirical testing framework of tourism industry cluster are constructed, which provide theoretical support for the development strategy of tourism industry cluster. It provides the basis for the development of regional industrial policy in Changji-tu open development pilot area. This paper is divided into six parts:. The first part introduces the background, purpose and significance of the research, and briefly introduces the theoretical basis of tourism industry cluster from domestic literature review and foreign literature review. Finally, the paper puts forward the research method and technical route of tourism industry cluster in Changjitu area. In the second part, the basic theory of tourism industry cluster is analyzed in detail from six aspects: the definition of tourism industry, the definition of tourism industry cluster, the basic characteristics, the influence factors and the dynamic evolution of tourism industry cluster. In the third part, the location, development course and comprehensive economy of Changji Tu are introduced, and the tourism status and the advantages of tourism industry are analyzed in detail. In the 4th part, the paper summarizes the recognition methods of tourism industry cluster used by predecessors, selects the identification method according to the regional characteristics of Changji Tu, and applies the national, Jilin and various city tourism data. The paper makes an empirical identification of Changji-tu tourism industry cluster. In the 5th part, according to the historical development process of Changjitu region and the data of 11 years, the history and spatial evolution of Changjitu tourism industry cluster are explained in detail. In the 6th part, according to the five advantages of the development of Changjitu tourism industry, the paper puts forward the cultivation of Changjitu tourism industry cluster from five aspects: system innovation, perfect tourism industry system, spatial distribution, and improvement of talent quality. We should put forward the safeguard strategy of Changjitu tourism industry cluster from the aspects of laws, regulations, organization, policies, funds, talents and so on.
