舟山市休闲渔业发展对策研究

【摘要】：随着经济的发展与人民生活水平的提高，休闲时代已经到来，休闲已经成为人享受身心、发展自我的重要过程。而休闲渔业作为一种新的渔业经济发展方式，已经成为未来渔业经济发展的主要方向。本文正是在这种背景下将研究重点定位为舟山市休闲渔业发展对策研究，以达到能够对舟山市休闲渔业的发展提出一些建议性的措施。利用定性与定量结合、问卷调查、数据分析等方法，对舟山市休闲渔业资源进行分类概括，，并对舟山市休闲渔业的发展现状做总结性的评价，包含休闲渔业发展的特征、影响因素以及存在的问题。对于舟山市休闲渔业发展中存在的主要问题，结合国内外休闲渔业发达地区发展经验，同休闲渔业相关理论，总结出舟山市休闲渔业的开发原则与发展对策，在发展对策中提出了具体的休闲渔业统计标准，并构建了休闲渔业管理信息系统。通过研究发现，舟山市休闲渔业的发展现存最大的问题是管理体制上的问题，这种问题的根源来自于国家对休闲及休闲产业的模糊认识。管理体制的模糊对休闲渔业的发展来讲是一种硬性的缺陷，直接导致相关法律法规的缺失和各种产业发展问题，因此要促进休闲渔业的发展，就必须从管理体制的完善上做起，并建立健全相关法律体系，以正确明晰的管理责任来引导休闲渔业产业的发展，以科学的规划和技术服务来探索休闲渔业的发展道路，以市场化的运作来解决休闲渔业发展中遇到的问题，这才是休闲渔业取得健康发展的关键所在。
[Abstract]:With the development of economy and the improvement of people's living standard, leisure time has come, and leisure has become an important process for people to enjoy their body and mind and develop themselves. It is under this background that this paper focuses on the research on the countermeasures of leisure fishery development in Zhoushan City, so as to put forward some suggestions for the development of leisure fishery in Zhoushan City. By means of qualitative and quantitative analysis, questionnaire survey and data analysis, the leisure fishery resources in Zhoushan City are classified and summarized, and the present situation of leisure fishery development in Zhoushan City is evaluated in a summative way, including the characteristics of leisure fishery development. For the main problems existing in the development of leisure fishery in Zhoushan City, combined with the development experience of the developed areas of leisure fishery at home and abroad, the related theory of leisure fishery, This paper summarizes the development principles and countermeasures of leisure fishery in Zhoushan city, puts forward the specific statistical standard of leisure fishery in the development countermeasure, and constructs the management information system of leisure fishery. Through the research, it is found that the biggest problem in the development of leisure fishery in Zhoushan is the problem of management system. The root of this problem comes from the country's vague understanding of the leisure and leisure industries. The ambiguity of the management system is a hard defect for the development of leisure fisheries, which directly leads to the lack of relevant laws and regulations and the development of various industries. Therefore, in order to promote the development of leisure fishery, we must start with the improvement of management system, and establish and perfect the relevant legal system to guide the development of leisure fishery industry with the correct and clear management responsibility. Using scientific planning and technical services to explore the development path of leisure fishery and to solve the problems encountered in the development of leisure fishery with market-oriented operation is the key to the healthy development of leisure fishery.
