景区免费开放条件下延安红色旅游景区的经营机制探究

【摘要】:2010年国家四部委联合发布了《关于全国博物馆、纪念馆免费开放的通知》后,全国各地的博物馆、纪念馆相继免费向游客开放,为红色旅游景区免费开收制度改革提供了契机。 红色旅游景区在免费开放后,游客多了,人气旺了,但同时也出现了游客爆棚,资源破坏严重;收入减少,管理力度加大;发展动力不足,服务质量下降;游客结构改变,景区边缘化等一系列的问题。 本文章综合运用旅游学、经济学、市场营销学、管理学等学科的相关理论知识,在大量调研延安红色旅游的基础上,从延安红色旅游的现状入手,分析了延安红色旅游景区免费开放后出现的问题,并总结了井冈山红色旅游免费开放后成功经验,创造性的提出适合本地区红色旅游发展的新渠道与动力。试图从延安旅游产业链的支链出发,横向挖掘其再发展的潜力。并且对政府政策提出建议,望从政策上予以支持。在经济收益上争取从多渠道、多方法、多形式上创利。并且总结出了红色旅游发展新出路,即以管理体制为内部驱动力;产品结构作为核心要载与内部实力;政府政策与产业链协调发展作为外部保障的发展模式。积极拓咙融资渠道;结合资源优势,整合旅游产品来实现综合效益,并建立相应的保障机制,如简化管理体制、加快相关法律法规出台,,加强管理体制力度,完善门票定价机制等。
[Abstract]:After the "notice on the National Museum, the Free opening of the Memorial Hall" was jointly issued by the four ministries in 2010, museums and memorials throughout the country were opened free to tourists one after another, which provided an opportunity for the reform of the free opening and closing system of red tourist attractions. After the free opening of the Red Tourism Scenic area, the tourists became more and more popular, but at the same time, there was also a huge explosion of tourists, serious destruction of resources; reduced income and increased management; insufficient power for development and decline in service quality; and changes in tourist structure. A series of problems such as the marginalization of scenic spots. This article synthetically uses the related theoretical knowledge of tourism, economics, marketing, management and so on, on the basis of a large number of research on Yan'an red tourism, starting with the present situation of Yan'an red tourism. This paper analyzes the problems existing after the free opening of the red tourist attractions in Yan'an, and summarizes the successful experiences after the free opening of the red tourism in Jinggang Mountain. Creatively put forward the new channel and motive force suitable for the development of red tourism in this area. From the branch chain of Yan'an tourism industry chain, try to tap the potential of its re-development horizontally, and put forward some suggestions to the government policy. Hope from the policy to support. In the economic benefits from the multi-channel, multi-method, multi-form, and summed up a new way out of the development of red tourism, that is, the management system as the internal driving force; Product structure as the core and internal strength; coordinated development of government policy and industry chain as the development mode of external guarantee; actively expanding the financing channels; integrating tourism products to achieve comprehensive benefits, combined with resource advantages, And set up the corresponding safeguard mechanism, such as simplifying the management system, speeding up the introduction of the relevant laws and regulations, strengthening the management system, perfecting the ticket pricing mechanism and so on.
