朝阳县乡村旅游发展中的政府职能研究

【摘要】：朝阳县乃三燕古都,历史悠久、文化灿烂,县区内山清水秀,自然风光旖旎,具有丰富、独特的乡村旅游资源。朝阳县是辽宁省的贫困县,立足区域特色,开发乡村旅游是促进县域经济快速发展,拉动农村剩余劳动力就业,帮助农民脱贫致富,改善农村生活环境的重要举措。近年来,朝阳县乡村旅游迅速发展,成为县域经济的新亮点。但是由于经济落后、认识不足等原因,朝阳县乡村旅游正处于自然缓慢的发展阶段。在乡村旅游发展的初始阶段,政府介入乡村旅游产业发展,是政府经济职能的具体体现,是政府新公共管理的内在要求。本文以公共管理视角,运用调查研究、实证分析、文献研究、实地考察、访谈等方法,选取朝阳县乡村旅游发展中的政府职能作为研究对象,通对朝阳县乡村旅游概况的调研,分析朝阳县乡村旅游发展中的政府职能履行现状、存在问题及问题形成的原因。设计朝阳县政府在乡村旅游发展中的职能定位,探讨朝阳县建立政府引导乡村旅游业态发展的可行性,提出朝阳县构建政府引导乡村旅游业态发展应采取的具体措施。论文提出,第一,建立高效的政务体系：理顺管理体制,加强政策引导,搞好可能出现的旅游危机预警工作,强化旅游行业监管；第二二,提供全面便捷的公工服务：开展公共营销,提高品牌知名度,建立乡村旅游电子信息公共服务系统,协调参与群体的经济利益冲突,重视教育培训,提高乡村旅游管理从业人员素质；第三,创造适合乡村旅游业态发展的硬环境：建立多元投融资体系,完善基础设施建设；第四,营造适合乡村旅游发展的软环境：完善规章制度,推动成立行业协会,加强生态环境保护意识,发掘乡村旅游文化。
[Abstract]:Chaoyang County is the ancient capital of San Yan, with a long history and splendid culture.Chaoyang County is a poor county in Liaoning Province. Based on regional characteristics, the development of rural tourism is an important measure to promote the rapid development of county economy, stimulate the employment of rural surplus labor force, help farmers to get rid of poverty and become rich, and improve the rural living environment.In recent years, Chaoyang County rural tourism has developed rapidly, becoming a new bright spot of county economy.However, due to economic backwardness and lack of understanding, Chaoyang rural tourism is in the natural slow stage of development.In the initial stage of the development of rural tourism, the government's intervention in the development of rural tourism industry is the concrete embodiment of the government's economic function and the internal requirement of the government's new public management.This paper, from the perspective of public management, applies the methods of investigation, empirical analysis, literature study, field investigation, interview and so on, selects the government function in Chaoyang County's rural tourism development as the research object, and makes a survey on the general situation of Chaoyang county's rural tourism.This paper analyzes the present situation of government function in Chaoyang county's rural tourism development, the existing problems and the causes of the problems.This paper designs the function orientation of Chaoyang county government in the development of rural tourism, probes into the feasibility of establishing a government in Chaoyang county to guide the development of rural tourism industry, and puts forward some concrete measures to be taken to construct Chaoyang county government to guide the development of rural tourism industry.The paper puts forward the following points: first, to establish an efficient government system: to rationalize the management system, to strengthen policy guidance, to do a good job in early warning of possible tourism crises, and to strengthen the supervision of the tourism industry; second,To provide comprehensive and convenient public services: to carry out public marketing, to enhance brand awareness, to establish a rural tourism electronic information public service system, to coordinate the economic conflicts of interest of the participating groups, and to attach importance to education and training,Improve the quality of rural tourism management practitioners; third, create a hard environment suitable for the development of rural tourism: establish a diversified investment and financing system, improve infrastructure construction; fourth,To build a soft environment suitable for the development of rural tourism, to perfect the rules and regulations, to promote the establishment of trade associations, to strengthen the consciousness of ecological environment protection, and to explore the rural tourism culture.
