【摘要】：本文借鉴了国内外风险管理的研究成果,概述了项目风险管理理论,对旅游地开发项目风险管理的特点进行了分析,将风险管理理论应用于旅游地项目开发中。形成了针对旅游地的系统的风险识别、风险评价、风险监测和风险监控的理论框架,并提出了针对旅游地项目风险应对的一般策略,为旅游地项目开发风险管理提供有意义的参考。本文介绍了夏津县黄河故道森林公园项目,对该项目的基本情况、旅游资源和社会经济条件进行了总结分析。该项目总占地面积12.8万亩,根据森林公园总体规划,园区规划划分为A、B两大区域。夏津县黄河故道森林公园的社会经济条件主要在于项目的建设符合国家产业政策,适应旅游事业发展的需要,对于丰富人民文化生活、促进德州市旅游业的发展将起到积极的作用,同时有利于促进当地经济发展和社会进步。旅游地开发项目的风险管理有一般建设项目的共性,其风险管理的过程也要按照风险识别、风险评价、风险监控的流程,但是在风险管理目标、市场和技术等环境方面又有其独特性,政府的作用性也会影响项目风险。本文利用基于目标导向的风险识别方法,以目标为导向,建立基于目标导向的风险映射识别模型,全面识别风险因素。风险评价利用了层次分析法和模糊综合评价法,对旅游地开发项目已识别的风险因子进行评级,对各个风险因子设定权重。根据评级结果,对不同风险级别的风险采取相应的应对策略。本文建议通过建立旅游地开发项目风险监测和预警指标体系,构建旅游地开发项目风险监控系统。
[Abstract]:This paper draws lessons from the research results of risk management at home and abroad, summarizes the theory of project risk management, analyzes the characteristics of risk management of tourist destination development projects, and applies the theory of risk management to the development of tourist destination projects. Forming the theoretical framework of risk identification, risk evaluation, risk monitoring and risk monitoring for tourism destination, and putting forward the general strategy to deal with the risk of tourism destination project. To provide a meaningful reference for the tourism project development risk management. This paper introduces the project of the Yellow River Old Road Forest Park in Xiazin County, and summarizes and analyzes the basic situation, tourism resources and social and economic conditions of the project. The project covers an area of 128000 mu. According to the overall plan of the forest park, the park planning is divided into two areas. The social and economic conditions of the Huanghe Road Forest Park in Xiaxin County are mainly due to the fact that the construction of the project conforms to the national industrial policy, meets the needs of the development of tourism, and enriches the people's cultural life. Promoting the development of tourism in Dezhou will play a positive role in promoting local economic development and social progress. The risk management of tourism development projects has the commonness of general construction projects. The process of risk management should also be based on the process of risk identification, risk evaluation, risk monitoring, but at the risk management goal, Market and technology and other environmental aspects have their unique, the role of government will also affect the project risk. In this paper, a risk mapping recognition model based on goal-oriented is established by using goal-oriented risk identification method and goal-oriented risk identification method, and risk factors are fully identified. The risk assessment uses AHP and fuzzy comprehensive evaluation method to grade the identified risk factors of tourist destination development projects and set the weight of each risk factor. According to the rating results, the risk of different risk levels to take corresponding strategies. This paper suggests that a risk monitoring system for tourist destination development projects should be established by establishing a risk monitoring and early warning index system for tourist destination development projects.
