长白山生态旅游公共管理问题及对策研究

【摘要】：长白山是联合国“人与生物圈”自然保留地、世界自然遗产保留地、国家级自然保护区、国家自然遗产地，同时也是中华十大名山之一、国家5A级旅游景区，是我国东北地区重要的生态屏障和旅游目的地。长白山自然保护区始建于1960年，是我国最早建立的自然保护区之一，原生态的自然景观吸引了大批旅游爱好者。2005年6月29日，吉林省委、省政府决定成立吉林省长白山保护开发管理委员会，按照“统一规划、统一保护、统一开发、统一管理”的原则，对长白山区域进行统一的保护开发与管理，结束了长白山区域长达36年“两地、三县、一局”的分散管理格局，为长白山区域各项事业发展提供了体制上的保障，，长白山旅游产业发展随之进入一个新的历史时期。长白山管委会成立后，对长白山生态资源进一步整合,加大了自然生态保护力度，合理有序推进生态旅游资源的开发利用，极大促进了区域经济社会发展。但是，快速增长的旅游趋势对长白山生态资源带来了巨大的破坏压力，对现行管理模式提出了更高层次的要求，如何利用有效的管理手段，提升管理水平，实现长白山可持续发展，成为长白山生态旅游发展的关键问题。本文以马克思主义基本立场、观点、方法为指导，以科学发展观为统领，以公共管理学等相关理论为基础，在深入分析长白山生态旅游管理现状的基础上，探讨实现长白山生态旅游公共管理的必要性及有效途径，有效避免旅游活动产生的社会、文化、环境等方面问题的管理缺失，真正建立起符合长白山生态旅游可持续发展的公共管理体制，更好地促进长白山区域旅游产业的发展。
[Abstract]:Changbai Mountain is the United Nations "Man and Biosphere" Natural Reserve, World Natural Heritage Reserve, National Nature Reserve, National Natural Heritage site, and is also one of the top ten famous mountains in China. It is an important ecological barrier and tourist destination in Northeast China. Changbai Mountain Nature Reserve, founded in 1960, is one of the earliest nature reserves established in China. The natural landscape of the original ecology attracted a large number of tourism enthusiasts. June 29, 2005, Jilin Provincial Committee, The provincial government has decided to set up the Changbai Mountain Protection and Development Management Committee of Jilin Province to carry out unified protection, development and management of the Changbai Mountain area in accordance with the principle of "unified planning, unified protection, unified development and unified management". After 36 years' decentralized management pattern of "two places, three counties and one bureau" in Changbai Mountain area, it provides a system guarantee for the development of various undertakings in Changbai Mountain area, and the tourism industry development of Changbai Mountain enters a new historical period. After the establishment of the Changbai Mountain Management Committee, the ecological resources of Changbai Mountain have been further integrated, natural ecological protection has been strengthened, and the development and utilization of eco-tourism resources have been promoted in a reasonable and orderly manner, which has greatly promoted the development of regional economy and society. However, the rapid growth of tourism has brought great damage to the ecological resources of Changbai Mountain, and put forward a higher level of requirements to the current management model, how to use effective management means to improve the management level, To realize the sustainable development of Changbai Mountain has become a key issue in the development of ecological tourism in Changbai Mountain. Based on the basic stand, viewpoint and method of Marxism, the scientific concept of development, and the relevant theories of public management, this paper analyzes the current situation of eco-tourism management in Changbai Mountain, on the basis of a thorough analysis of the current situation of eco-tourism management in Changbai Mountain. This paper discusses the necessity and effective ways to realize the public management of ecotourism in Changbai Mountain, and effectively avoids the lack of management of social, cultural and environmental problems arising from tourism activities. To establish a public management system in line with the sustainable development of ecotourism in Changbai Mountain, and to promote the development of tourism industry in Changbai Mountain.
