水利风景区评价体系构建研究

【摘要】:对水利风景区进行科学评价是水利风景区建设与管理工作开展的关键,本文从研究进展综述出发,深入探讨水利风景区的特征及其价值构成,结合或借鉴旅游资源评价、景观生态评价、可持续评价等相关领域知识,对构建操作性强、科学性高的水利风景区评价体系进行探索性研究。 本文对水利风景区评价的相关研究进行了综述,对我国水利风景区类型、特点及功能做了深入阐释,建立了水利风景区评价体系,它由资源价值评价、规划质量评价、开发利用条件评价和管理评价四个部分构成,采用“总目标层——子目标层——准则层——指标层”框架,共计80个指标。 通过对15位专家和研究人员的调查,运用层次分析法确定了水利风景区评价体系的权重。子目标层中,资源价值评价的权重最大,规划质量评价与管理评价比较接近且居其次,开发利用条件权重相对较低。资源价值评价子系统中,权重分配以观赏价值这一准则最重,生态与环境价值居其次且比较接近,两项权重之和大于观赏价值权重;规划质量评价子系统中,一般要求所占权重最大,体现了水利部水利风景区管理部门通过行业标准强化规划管理的意向,科学性准则次之,其中的景区发展定位指标权重最大;开发利用条件评价子系统中,区位条件与服务设施的权重较大。管理评价子系统中,资源管理的权重最大,安全管理权重次之,而且与经营管理权重接近。参照我国已颁布的标准或法规以及风景资源评价、风景区评价相关研究的成果,建立了水利风景区评价体系的评分标准。 选择内蒙古多伦西山湾国家水利风景区对研究成果进行了实证研究,评价得分为74.7576分,并提出了六条发展建议。这个评价结果与内蒙多伦县西山湾水库风景资源评价报告与总体规划中的内容基本一致,,说明本研究成果在实践中具有较强的操作性。 最后,对论文进行了总结和讨论,提出了未来研究的方向。
[Abstract]:The scientific evaluation of water conservancy scenic spots is the key to the construction and management of water conservancy scenic spots. Based on the summary of research progress, this paper probes into the characteristics and value components of water conservancy scenic spots, and combines or uses for reference the evaluation of tourism resources. Landscape ecological evaluation, sustainable evaluation and other related fields of knowledge, to build a strong, scientific evaluation system of water conservancy scenic spot exploratory research. In this paper, the related research on water conservancy scenic spot evaluation is summarized, and the types, characteristics and functions of water conservancy scenic spot are explained in depth, and the evaluation system of water conservancy scenic spot is established, which consists of resource value evaluation and planning quality evaluation. The development and utilization condition evaluation and the management evaluation are composed of four parts, which adopt the framework of "total goal layer-subtarget layer-criterion layer-index layer", and total 80 indexes. Through the investigation of 15 experts and researchers, the weight of water conservancy scenic spot evaluation system is determined by AHP. In the sub-objective layer, the weight of resource value evaluation is the largest, the evaluation of planning quality and management evaluation is close and second, and the weight of development and utilization conditions is relatively low. In the resource value evaluation subsystem, the criterion of ornamental value is the most important, the ecological and environmental value is the second and relatively close, the sum of the two weights is larger than the ornamental value weight; in the planning quality evaluation subsystem, the sum of the two weights is greater than that of the ornamental value. General requirements account for the largest weight, reflecting the Ministry of Water Conservancy Scenic area Management Department through the industry standards to strengthen the intention of planning and management, the next scientific criteria, one of the scenic spot development positioning index weight is the largest; In the evaluation subsystem of development and utilization conditions, the weight of location conditions and service facilities is large. In the management evaluation subsystem, the weight of resource management is the largest, the weight of safety management is the second, and the weight of management is close to that of management. According to the standards or regulations issued in our country and the evaluation of scenic resources and the achievements of the related research on the evaluation of scenic spots, the evaluation system of water conservancy scenic spots has been established. An empirical study on the research results was carried out in the National Water Conservancy Scenic spot of Dorun Xishan Bay, Inner Mongolia. The evaluation score was 74.7576, and six suggestions for development were put forward. This evaluation result is basically consistent with the evaluation report of Xishanwan Reservoir landscape resources in Duolun County of Inner Mongolia and the contents of the overall plan. It shows that the research results have strong maneuverability in practice. Finally, the paper is summarized and discussed, and the future research direction is proposed.
