安徽旅游公共服务体系建设研究

【摘要】：旅游公共服务是指由公共部门、社会组织等多个主体针对旅游者的特定需求所提供的公共服务和产品。提供和完善旅游公共服务是旅游业发展到一定阶段,政府部门和公共组织必须面对的一项重要任务。旅游公共服务体系是否完备,是衡量旅游业发展阶段和水平的一个重要标杆。安徽省旅游公共服务建设经过30多年的发展,进步明显。全省各级政府和学术界以及社会各界对旅游公共服务的认识逐步深化,政府在旅游公共服务投入方面也逐渐强化,旅游公共服务体系建设取得了积极进展。从全国范围来看,安徽省较早地启动了旅游公共服务建设,在政府推广、行业监管等方面做过很多创新和探索,取得了一定的成绩。但总体.来看,全省旅游公共服务建设尚未得到足够重视,现行的旅游管理体制不能适应旅游公共服务体系建设的需要,存在很多不适应的地方,构建发达的安徽旅游公共服务体系仍然任重道远。本文运用公共经济学、公共管理学等学科的有关知识,对近年来学术界关于旅游公共服务的研究成果进行了梳理,从基础性旅游公共服务、市场性旅游公共服务、管理性旅游公共服务3个方面,回顾了安徽旅游公共服务体系发展的历程,分析了构建安徽旅游公共服务体系存在的问题、面临的机遇和挑战,并比较系统地总结了国内外旅游公共服务体系建设的实践经验和主要做法,提出了安徽旅游公共服务体系建设的发展建设思路、总体目标,对如何建设安徽旅游公共服务体系的旅游信息咨询服务系统、旅游安全保障及应急救助系统、旅游公益惠民便民服务系统、旅游公共交通服务系统、旅游行政服务与监管系统等5大系统提出了对策,并从组织领导机构、公共财政经费、规划和实施方案、科技与人才4个方面提出了保障措施。
[Abstract]:Tourism public service refers to the public services and products provided by public departments, social organizations and other subjects to meet the specific needs of tourists. To provide and perfect tourism public service is an important task that government departments and public organizations must face when tourism develops to a certain stage. Whether the tourism public service system is complete or not is an important benchmark to measure the stage and level of tourism development. Anhui Province tourism public service construction after more than 30 years of development, obvious progress. The understanding of tourism public service has been deepened gradually by all levels of government, academic circles and all walks of life in the province, and the government has gradually strengthened its investment in tourism public service, and the construction of tourism public service system has made positive progress. From a national perspective, Anhui Province started the construction of tourism public services earlier, in the government promotion, industry supervision and other aspects have done a lot of innovation and exploration, has made certain achievements. But overall. From the point of view, the construction of tourism public services in the whole province has not received enough attention, and the current tourism management system cannot meet the needs of the construction of tourism public service systems, and there are many unsuitable places. It is still a long way to build a developed tourism public service system in Anhui. Based on the relevant knowledge of public economics and public management, this paper combs the research results of tourism public service in the academic circles in recent years, from the basic tourism public service, the market tourism public service. This paper reviews the development of Anhui tourism public service system in three aspects, analyzes the problems, opportunities and challenges in the construction of Anhui tourism public service system. This paper systematically summarizes the practical experience and main methods of the construction of tourism public service system at home and abroad, and puts forward the train of thought and overall goal of the development and construction of Anhui tourism public service system. How to build Anhui tourism public service system of tourism information advisory service system, tourism security and emergency relief system, tourism public welfare and convenience service system, tourism public transport service system, This paper puts forward the countermeasures of the five systems, such as tourism administrative service and supervision system, and puts forward the safeguard measures from four aspects: organizing and leading organization, public finance funds, planning and implementing scheme, science and technology and talents.
