宜都市林业生态旅游发展研究

【摘要】：近年来,旅游业的发展已经成为新的经济增长点。随着我国经济实力的不断增强,国际地位的不断上升,中国对国际旅游者的吸引力也越来越大,林业生态旅游业这一正在迅速发展的新兴的旅游形式,越来越为人们所关注。发展森林生态旅游业能使我国林业经营中的经济效益和生态效益得到充分发挥。并为建立比较完备的林业生态体系和比较发达的林业产业体系提供资金来源和生态保护观念,同时为林业的可持续发展提供经济效益、生态效益、社会效益。是当前我国实现林业可持续发展的有利保障。无论是作为旅游行业的从业人员,还是旅游者和研究人员都应有责任和义务去保护好国家的旅游资源尤其是生态旅游资源,对生态资源进行合理的开发与利用,实现生态旅游的可持续发展,在为当代经济发展做出贡献的同时,也要为子孙后代及人类的发展提供平等的条件。2012年中共中央、国务院中央一号文件《关于加快推进农业科技创新持续增强农产品供给保障能力的若干意见》再次聚焦“三农”工作,把林业科技摆上更加突出位置,其中多项政策涉及林业生态建设,意见指出要搞好生态建设,重点发展林下经济、森林旅游等林产业,鼓励企业等社会力量运用产业化方式发展林业经济。国内现行的生态旅游模式更是倡导在保护环境和对维护当地正常生活承担义务的同时,仍能把商业性的旅游业与旅游地生态旅游结合起来,实现旅游业、自然保护和区域振兴三者之间的协调与统一 宜都市依托宜昌市创世界水电旅游名城和三峡旅游客源的辐射效应,着手把宜都市建设成为与长江三峡观光旅游产品的配套产品和具有浓郁的现代绿色文明气息的高端休闲旅游度假胜地。但由于建设起步较晚,投入力度不够,产品没有“拳头”,品牌知名度不高,特别是没有将旅游发展与宜都最大的资源优势林业资源有机结合,旅游发展模式与经营理念不明确,林业发展概念和措施不解放。而大力发展林业生态旅游,通过两者的有机结合,对于促进旅游产业提档升级、林业经济创新发展理念,用市场手段推进林业产业化全面发展可以发挥事半功倍的效应。因此,本文以湖北省宜都市为例,分析宜都市林业生态旅游的现状,找出面临的主要困难,并提出相应的对策建议,希望对实现林业资源和旅游产品有机结合及促进林业产业的可持续发展有所帮助。 本文采取理论分析与实证相结合的研究方法,全文从研究背景、目的和意义,到宜都市林业生态旅游的发展的现状、面临的困难及对策,共分为六个部分。 第一部分介绍了本研究所处的背景,本文主要的研究内容和研究方法,以及本文的主要创新点和存在的不足之处。 第二部分回顾了林业生态旅游的发展历程,包括生态旅游的的基本概念,林业生态旅游的发展现状、开发模式和基本原则。 第三部分主要对宜都市林业生态旅游的发展现状进行了探讨。首先介绍了宜都市林业生态旅游的发展回顾,其次提出了宜都市发展林业生态旅游的目标,最后客观的分析宜都市发展林业生态旅游的条件,说明宜都市林业生态旅游有着广阔的市场前景。 第四部分从宜都市的实际情况出发,指出了宜都市林业生态旅游发展面临的困难。主要有：旅游服务体系不完善,缺乏配套服务；生态旅游资源挖掘不够,特色不鲜明；旅游项目开发力度不够,品牌知名度不高等三个方面。 第五部分针对林业生态旅游发展面对的困难,对林业生态旅游的可持续发展提出了对策建议。主要的对策有：全面规划林业生态旅游,形成科学布局；加快旅游服务行业发展,提升旅游档次；发挥林业旅游资源优势,开发健康旅游；加大生态旅游宣传力度,打造生态品牌。 第六部分是本文的结论。主要观点有：(1)宜都市全市生产总值呈不断上升趋势,并且增长速度还比较快。从2005年到2010年,其值从54.47亿元增加到184.15亿元,增加了129,68亿元,上升了238.1%。仅仅五年时间,宜都市经济迅猛发展,并且增长的速度还越来越快。(2)宜都市林业生产总值和旅游业收入稳步增长。我们发现近年来,在各级政府以及宜都市人民的共同努力之下,宜都市林业生产总值和旅游业收入呈稳定性增长。2005—2011年这六年间,林业生产总值从1060万元林业生产总值为3492万元,增加了2432万元,上升了229.4%。2006—2011年这五年来,宜都市旅游营业收入从2亿元增加到7.29亿元,旅游营业收入增加了5.29亿元,增长了264.5%。这与宜都市发展林业生态旅游有着直接关系。(3)宜都市林业生态旅游的可持续发展中面临的主要困难有：旅游服务体系不完善,缺乏配套服务；生态旅游资源挖掘不够,特色不鲜明；旅游项目开发力度不够,品牌知名度不高；生态旅游的管理体制不完善,立法滞后。(4)建设宜都市林业生态旅游可持续发展的对策：全面规划林业生态旅游,形成科学布局；加快旅游服务行业发展,提升旅游档次；发挥林业旅游资源优势,开发健康旅游；加大生态旅游宣传力度,打造生态品牌；构建生态旅游法律制度,完善法规体系。
[Abstract]:In recent years, the development of tourism has become a new economic growth point. With the continuous enhancement of our economic strength, the rising of the international status and the increasing attraction of China to the international tourists, the emerging form of tourism, which is developing rapidly, is becoming more and more concerned. The development of forest ecology is becoming more and more important. Tourism can give full play to the economic and ecological benefits of forestry management in China, and provide the sources of funds and ecological protection for the establishment of a relatively complete forestry ecological system and more developed forestry industry system, and provide economic, ecological and social benefits for the sustainable development of forestry. In order to ensure the sustainable development of forestry, it should be responsible and duty bound to protect the national tourism resources, especially ecotourism resources, to develop and utilize the ecological resources, to realize the sustainable development of ecotourism. At the same time, we should provide equal conditions for the development of future generations and mankind. At the same time, it is still possible to combine commercial tourism with eco-tourism in tourist destinations to realize the coordination and unification of the three groups of tourism, natural protection and regional revitalization.
Yidu City, relying on the radiation effect of the world's famous city of hydropower tourism and the tourist source of the Three Gorges, set about the construction of suitable city as a supporting product of the Three Gorges tourism products and a high-end leisure tourist resort with a strong modern green civilization. But because of the late start of the construction, the investment is not enough and the products are not. With the "fist", the brand name is not well known, especially the organic combination of tourism development and the largest resource advantage forestry resources in Yidu. The model and management concept of tourism development are not clear, the concept and measures of forestry development are not liberated. And the forestry ecotourism is vigorously developed, and the promotion of tourism industry is promoted through the organic combination of both. Level, the concept of forestry economic innovation and development, using market means to promote the comprehensive development of forestry industrialization can play a double effect. Therefore, this paper, taking Yidu city of Hubei Province as an example, analyzes the present situation of forestry ecotourism in Yidu, finds out the main difficulties, and puts forward the corresponding countermeasures and suggestions, hoping to realize forestry resources and tourism production. The organic combination of products and the sustainable development of forestry industry will be helpful.
This paper adopts the research method combining theoretical analysis and empirical analysis. The full text is divided into six parts from the background, purpose and significance, to the present situation of the development of urban forestry ecotourism, and the difficulties and countermeasures.
The first part introduces the background, main research contents and research methods, as well as the main innovations and shortcomings of this research.
The second part reviews the development process of forestry ecotourism, including the basic concepts of ecotourism, the development status of forestry ecotourism, the development model and the basic principles.
The third part mainly discusses the development status of urban forestry ecotourism. First, it introduces the development review of forestry ecotourism in Yidu, then puts forward the target of developing forestry ecotourism in Yidu, and finally analyzes the conditions of developing forestry ecotourism in Yidu. It shows that it is suitable for the ecological tourism of urban forestry. A broad market prospect.
The fourth part, starting from the actual conditions of the city, points out the difficulties facing the development of forestry ecotourism in Yidu, which are mainly: imperfect tourism service system, lack of supporting services, insufficient excavation of ecotourism resources, not distinct characteristics, inadequate development of tourism projects and low brand awareness in three aspects.
The fifth part, in view of the difficulties faced by the development of forestry ecotourism, puts forward some countermeasures and suggestions for the sustainable development of forestry ecotourism. The main countermeasures are: comprehensive planning of forestry ecotourism, forming a scientific layout, speeding up the development of tourism service industry, raising the grade of tourism, developing the advantage of forestry tourism resources, developing healthy tourism; Great ecological tourism publicity, and create an ecological brand.
The sixth part is the conclusion of this article. The main points are as follows: (1) the total GDP of Yidu city is rising, and the growth rate is still faster. From 2005 to 2010, its value increased from 5 billion 447 million yuan to 18 billion 415 million yuan, increased 129,68 billion yuan, increased 238.1%. only five years, the rapid economic development of the city of Yidu, and the speed of growth. (2) Yidu's gross forestry production and tourism income have been steadily increasing. We found that in recent years, under the joint efforts of the governments at all levels and the people of Yidu, the income of Yidu's forestry production and tourism has been growing steadily.2005 - in the six years of 2011, the Total Forestry production was from 10 million 600 thousand yuan of forestry production. The value of 34 million 920 thousand yuan, an increase of 24 million 320 thousand yuan, up 229.4%.2006 - in 2011 this five years, the tourism revenue in Yidu increased from 200 million yuan to 729 million yuan, tourism revenue increased by 529 million yuan, increased 264.5%. and the development of forestry ecotourism in Yidu city has a direct relationship. (3) the sustainable development of forestry ecotourism in Yidu The main difficulties faced are: imperfect tourism service system, lack of supporting services, insufficient excavation of ecotourism resources, lack of distinctive features, inadequate development of tourism projects, low brand awareness, imperfect management system of ecotourism and lagging legislation. (4) the Countermeasures for the sustainable development of forestry ecotourism in Yidu: Planning forestry ecotourism, forming scientific layout, speeding up the development of tourism service industry, upgrading tourism grade, developing the advantage of forestry tourism resources, developing healthy tourism, increasing the publicity of ecotourism, creating ecological brand, constructing the legal system of ecotourism and perfecting the legal system.
