石家庄市红色旅游可持续发展策略研究

【摘要】:红色旅游,顾名思义就是“红色”和“旅游”的有机结合,“红色”是内容,“旅游”是形式。它是中国特定的历史阶段结合当前社会发展提出的一种专项旅游形式,具有显著的中国特色。红色旅游兴起于20世纪90年代后期,伴随着一系列革命纪念活动的举办,红色旅游的热潮席卷全国,尤其是《2004-2010年全国红色旅游发展规划纲要》的正式颁布实施,更是把红色旅游推向高潮。现在《2011-2015年全国红色旅游发展规划纲要》也已正式实施两年,第二期规划在总结一期规划成绩的同时,也注意到红色旅游发展中的各种问题,提出了具体的措施,引领红色旅游进入的可持续发展的新阶段。 石家庄位于河北省中南部,环渤海湾经济区,距首都北京283公里。全市现辖6区,12县,5个县级市和1个国家级高新技术开发区,国土总面积15848平方公里,总人口为960万。石家庄拥有丰富的红色旅游资源。在全国12个“重点红色旅游区”中,石家庄就有两个,它们是:以山西、河北为主的“太行红色旅游区”和以京津为中心的“京津冀红色旅游区”。除此之外,石家庄还拥有丰富并且等级很高的绿色旅游资源、古色旅游资源、新都市旅游资源等,具有和红色旅游资源相结合的优势。 本文运用旅游系统的概念,从客源市场、出行现状、目的地现状和支持系统现状四个方面对石家庄的红色旅游的现状进行了全面介绍,在此基础之上,对石家庄的红色旅游进行了SWOT分析,分析表明:石家庄的红色旅游资源具有资源丰富,类型齐全,等级较高,分布集中的特点,并且具有和其他旅游资源的整合优势;石家庄位于环首都经济圈,环渤海经济圈,外部交通便捷,区位优势明显。同时石家庄的红色旅游开发还处于初级阶段,存在着政出多门,管理不畅,旅游交通欠发达,产业要素配套不足,专业人才缺少以及营销力度不足等问题。在迎来中央和地方高度重视红色旅游发展的机遇的同时,也面临着来自于省内外其他红色旅游产品的竞争以及自身基础设施和旅游服务设施欠缺所带来的挑战。 通过以上分析提出了石家庄红色旅游可持续发展的策略。首先是政府主导做好红色旅游的规划,促进红色旅游的统一协调管理;其次注重红色旅游资源与其他旅游资源的的综合开发,具体开发模式可以有红绿结合模式、红古结合模式、红新结合模式、红俗结合模式;在市场营销方面,要针对客源市场加大营销力度,利用传统营销方式的同时,,辅以网络营销和文艺作品营销等新的手段。另外还要完善基础设施建设,提高旅游服务设施质量,加强环境建设。最后提高社区居民的参与程度,真正实现红色旅游的可持续发展。
[Abstract]:Red tourism, as the name implies, is the organic combination of "red" and "tourism", "red" is the content and "tourism" is the form. It is a kind of special tourism form which is put forward in the specific historical stage of China combined with the current social development and has remarkable Chinese characteristics. Red tourism rose in the late 1990s. With the holding of a series of revolutionary commemorative activities, the upsurge of red tourism swept the whole country, especially the official promulgation and implementation of the outline of the National Red Tourism Development Plan 2004-2010. It also pushes red tourism to its climax. Now the outline of the National Red Tourism Development Plan 2011-2015 has also been formally implemented for two years. While summing up the achievements of the first phase of the Plan, the second Plan also takes note of various problems in the development of red tourism and puts forward concrete measures, Leading the red tourism into a new stage of sustainable development. Shijiazhuang is located in the south-central Hebei Province, Bohai Bay Economic Zone, 283 kilometers from the capital Beijing. The city now has six districts and 12 counties, five county-level cities and one national high-tech development zone, with a total land area of 15848 square kilometers and a total population of 9.6 million. Shijiazhuang has abundant red tourist resources. Of the 12 "key red tourist areas" in the country, Shijiazhuang has two. They are: Shanxi, Hebei, Taihang Red tourist area and Beijing-Tianjin-Hebei Red tourist area, centered on Beijing, Tianjin and Tianjin. In addition, Shijiazhuang also has rich and high grade green tourism resources, ancient tourism resources, new urban tourism resources, with the advantages of combining with red tourism resources. Based on the concept of tourism system, this paper introduces the current situation of red tourism in Shijiazhuang from four aspects: tourist market, travel status, destination status and support system. The SWOT analysis of Shijiazhuang's red tourism shows that Shijiazhuang's red tourism resources are rich in resources, complete in types, high in rank, and concentrated in distribution, and have the advantages of integrating with other tourism resources. Shijiazhuang is located around the capital economic circle, Bohai economic circle, convenient external traffic, location advantages. At the same time, the development of Shijiazhuang's red tourism is still in the primary stage, there are many problems, such as administration, poor management, underdevelopment of tourism traffic, insufficient supporting of industrial elements, lack of professional talents and insufficient marketing intensity and so on. While the central and local governments attach great importance to the development of red tourism, they are also facing the challenges brought by the competition of other red tourism products from within and outside the province and the lack of their own infrastructure and tourism service facilities. Through the above analysis, put forward the Shijiazhuang red tourism sustainable development strategy. First, the government should lead the planning of red tourism to promote the unified and coordinated management of red tourism; secondly, it should pay attention to the comprehensive development of red tourism resources and other tourism resources. In the aspect of marketing, it is necessary to increase the marketing intensity in view of the customer market, use the traditional marketing method, and supplement with the new means such as network marketing and literature and art works marketing and so on, while combining the pattern of red and ancient times, the new combination of red and new, the combination of red and custom, and the combination of red and custom. In addition, we should improve infrastructure construction, improve the quality of tourism services facilities, and strengthen environmental construction. Finally, improve the participation of community residents and realize the sustainable development of red tourism.
