旅游度假区项目投资风险分析与防范对策研究

【摘要】：随着我国经济的持续健康发展，消费者的观念日趋成熟，旅游度假日益成为人们的消费热点。近年来我国旅游度假区开发建设迅速发展，旅游景点休闲度假项目掀起了建设热潮。由于旅游度假区项目投资周期长、投资额大、影响因素复杂，加之我国旅游度假区项目开发市场还不完善，使得该类项目投资的风险很大。因此，对旅游度假区项目开展全面的风险管理具有非常重要的现实意义。 本文顺应旅游度假项目开发经营风险管理的需要，，在对旅游度假区项目特点、风险特性分析和项目风险管理理论阐述的基础上，根据旅游度假区项目风险识别的特点，采用头脑风暴法从社会、经济、政策法律、自然和运营管理等方面系统分析了旅游度假区项目中存在的风险，建立了旅游度假区项目风险指标体系，并运用层次分析法确定指标的权重；基于旅游度假区项目在我国尚处于发展的初级阶段，能够获取的风险信息具有不完整性和模糊性特点的考虑，运用模糊综合评价法构建了旅游度假区项目风险综合评价模型，从而对旅游度假区项目的总体风险给予了定量判断，并以西安临潼国家旅游休闲度假区项目为例进行了实证研究，验证了模型的有效性和合理性；针对旅游度假区项目提出了风险防范的对策与具体措施，为旅游开发企业进行风险管理提供了科学依据。
[Abstract]:With the sustained and healthy development of our economy, the concept of consumers is becoming more and more mature. In recent years, the development and construction of tourist resorts in China has developed rapidly. Because of the long investment period, large investment and complex influencing factors, and the imperfect development market of tourist resorts in our country, the investment risk of this kind of projects is very great. Therefore, it is of great practical significance to carry out comprehensive risk management for tourist resorts. In this paper, according to the needs of risk management in the development and management of tourist vacation projects, based on the analysis of project characteristics, risk characteristics and risk management theory of tourism resorts, the characteristics of project risk identification in tourist resorts are discussed. By using brainstorming method, this paper systematically analyzes the risks existing in the tourism resort project from the aspects of society, economy, policy and law, nature and operation management, and establishes the risk index system of the tourism resort project. Based on the fact that the tourism resort project is still in the initial stage of development in China, the risk information can be obtained with incomplete and fuzzy characteristics. The fuzzy comprehensive evaluation method is used to construct the comprehensive evaluation model of the project risk of the tourist resort area, and the overall risk of the tourism resort area project is judged quantitatively. Taking the project of Xi'an Lintong National Tourism Leisure Resort as an example, the validity and rationality of the model are verified, and the countermeasures and concrete measures of risk prevention are put forward. It provides scientific basis for risk management of tourism development enterprises.
