鄂西生态文化旅游圈建设的融资问题研究

【摘要】：2008年湖北省委省政府于计划开展鄂西生态文化旅游圈的建设规划工作，到目前为止已经历时近4年，在这段时间学术界针对鄂西生态文化旅游圈的研究不在少数，其中涉及领域包括民族旅游文化、影视业对旅游产业的促进、商业化与原真性、以及鄂西生态文化旅游圈资源整合的研究。对于民族地区投融资问题的专项研究却寥寥无几。众所周知，鄂西圈域并非处于旅游资源非优区，但其旅游业的发展却与其旅游资源的禀赋条件不相适应，没有发挥出对区域经济发展应有的推动作用，因此有必要对鄂西地区的旅游资源进行整合开发。加快鄂西地区旅游资源整合开发，对推进湖北旅游经济实现跨越式发展，，具有十分重要的意义。本文立足于鄂西生态文化旅游圈的资源状况，利用SWOT分析法总结了鄂西生态文化旅游圈自身的优势在于资源丰富、历史文化底蕴深厚、公众认知度不断提高；其劣势在于资源整合能力不足、配套设施尚不完善，整体资金投入不足。结合圈域实际情况，从资本的供给和需求介绍了鄂西生态文化旅游圈的融资状况，一方面是旅游要素的建设，另一方面是旅游线路的布局，对资本量和资本来源的渠道产生了多样化的需求；而此时由政府主导的民间投资正逐渐成为鄂西生态文化圈的主要资金来源。针对鄂西生态文化旅游圈的融资现状笔者解析了鄂西生态文化圈融资存在的问题。主要是三方面，一是体制内部障碍，出于对风险的规避，和成本的考虑，商业银行更愿意将资金流向到风险较低的发达城市，融资主体由于信贷记录尚不完善，借贷成本较高。其次，在融资渠道方面，尽管先进的融资理论为民族地区融资提供了指导，但当地现实情况往往限制了融资模式的应用。另外，金融机构在鄂西生态文化旅游圈建设中扮演了重要的作用，然而却数量有限，在政策上也多向大企业倾斜，对圈域内的小企业支持力度不大。因此，笔者建议从以下几个方面完善：一是建立健全金融支持体系，由政府部门主导，搭建银企发展平台，实现重点项目与银行投资机构的对接，大力发展资本市场，在信贷方面要突出重点，主要投向基础设施建设和景区开发；二是引进民营资本和风险投资；三是建立多元化融资渠道，如股票上市、债券发行、项目融资以及旅游产业投资基金等。
[Abstract]:In 2008, the Hubei Provincial Committee and the provincial government planned to carry out the construction and planning work of the Eco-cultural Tourism Circle in the West of Hubei Province. Up to now, it has taken nearly four years for the academic circles to study the eco-cultural tourism circle in the West of Hubei Province. The related fields include the national tourism culture, the promotion of film and TV industry to the tourism industry, the commercialization and authenticity, and the research on the integration of the resources of the ecological culture tourism circle in western Hubei. The special research on the problem of investment and financing in minority areas is very few. As we all know, the western Hubei circle is not in the non-optimal area of tourism resources, but its tourism development does not adapt to its natural endowment of tourism resources, and does not play a role in promoting the development of regional economy. Therefore, it is necessary to integrate the tourism resources in western Hubei. It is of great significance to speed up the integration and development of tourism resources in western Hubei and to promote the development of Hubei tourism economy by leaps and bounds. Based on the resources of the ecocultural tourism circle in the west of Hubei, this paper summarizes the advantages of the eco-cultural tourism circle in the west of Hubei Province by using the SWOT analysis method. The advantages of the eco-cultural tourism circle in the western Hubei province lie in the rich resources, the deep historical and cultural background, and the continuous improvement of the public awareness. Its disadvantage lies in the resources conformity ability insufficiency, the supporting facility is not perfect, the overall capital investment is insufficient. Combined with the actual situation of the circle area, this paper introduces the financing situation of the ecocultural tourism circle in western Hubei from the supply and demand of capital. On the one hand, it is the construction of tourism elements, on the other hand, it is the layout of tourism routes. The amount of capital and the channel of capital source have diversified demand, but at this time, the private investment led by the government is gradually becoming the main source of funds in the ecological culture circle of western Hubei. In view of the financing situation of Eco-culture tourism circle in western Hubei, the author analyzes the existing problems of financing in Eco-cultural circle of western Hubei. There are three main aspects, one is the internal obstacle of the system, out of the risk avoidance, and the cost consideration, the commercial bank is more willing to flow the capital to the low risk developed city, the financing main body because the credit record is not perfect, the loan cost is higher. Secondly, in the aspect of financing channel, although advanced financing theory provides guidance for financing in minority areas, the local reality often limits the application of financing mode. In addition, financial institutions play an important role in the construction of Eco-cultural tourism circle in western Hubei, but the number is limited, and the policy is also inclined to large enterprises, and the support for small enterprises in the region is not strong enough. Therefore, the author suggests that the following aspects should be improved: first, to establish and improve the financial support system, led by government departments, to build a platform for the development of banks and enterprises, to realize the docking between key projects and bank investment institutions, and to vigorously develop the capital market. In the area of credit, it is necessary to focus on infrastructure construction and scenic spot development; second, to introduce private capital and venture capital; and third, to establish diversified financing channels, such as the listing of stocks and the issuance of bonds.
