内蒙古地方性中心城市旅游服务功能潜力评价

【摘要】：内蒙古自治区位于我国北部边疆，地域广袤，旅游资源类型丰富多样，并广泛分布于所辖的9个地级市、3个盟市当中。近年来，内蒙古旅游业发展迅速，在城市服务设施水平不断提升的同时，各项旅游基础服务设施也得到了极大的改善，现已基本形成了以旅游中心城市为基础，以草原风情、北国风光、边境口岸、遗址遗迹、民族文化等旅游资源为主导的良性互动发展格局。但从全国范围来看，内蒙古仍属于欠发达地区，存在着基础设施建设滞后、生态环境脆弱、区域发展不平衡、城市及旅游服务能力不强等诸多问题。因此，如何充分发挥各盟市地方性中心城市的辐射功能，结合旅游业的强关联性特征，评估城市的旅游服务功能发展潜力并使其不断提升，对加快地区旅游业的发展具有重要意义与价值。 本文以内蒙古12个地方性中心城市的城市旅游服务功能发展潜力为研究对象，依托论文选题的背景和意义，国内外相关研究综述、研究方法、技术路线等，在借鉴相关研究理论的基础上，结合已有研究成果总结出地方性中心城市应具备的建设条件和城市旅游服务功能的基本特征；通过分析内蒙古12个地方性中心城市的城市及旅游服务功能发展现状与存在问题，基于国内外关于城市旅游服务功能研究的实践经验，将城市旅游服务功能划分为城市服务功能和旅游服务功能两大类别，并分别构建评价指标体系，采用主成分分析法进行各中心城市旅游服务功能潜力评价；最后利用四象限分析法对其旅游服务功能潜力进行类型划分并提出各类型城市旅游服务功能的提升方略，得出的结论是： （1）旅游业现已成为内蒙古全区重点发展的产业之一，对城市旅游服务功能发展潜力的评价有利于各个地方性中心城市认清优势，实现旅游发展的可持续。 （2）在内蒙古12个地方性中心城市中，城市及旅游服务功能均具有强发展潜力的Ⅰ（AA）类城市共4个，发展潜力较弱的Ⅱ（AB）类、Ⅲ（BA）类、Ⅳ（BB）类城市共8个。说明目前内蒙古城市旅游服务功能的发展情况整体较弱，有针对性的调整发展策略尤为重要。 （3）由本文的分析方法和分析结果可知，进行潜力评价时应综合考虑影响城市旅游服务功能的各个因素，利用有代表性的指标充分评估可挖掘的潜在能力，，避免主观臆断。
[Abstract]:The Inner Mongolia Autonomous region is located in the northern frontier of our country, with a vast area, rich and diverse tourist resources, and widely distributed in 9 prefecture-level cities under its jurisdiction and among the three league cities. In recent years, the tourism industry of Inner Mongolia has developed rapidly, while the level of urban service facilities has been continuously improved, various basic tourism services facilities have also been greatly improved, which has basically formed the tourism center city as the foundation, and the grassland style. Bei Guo scenery, border ports, ruins, national culture and other tourism resources as the leading positive interactive development pattern. However, in the whole country, Inner Mongolia is still an underdeveloped region, which has many problems, such as lagged infrastructure construction, fragile ecological environment, unbalanced regional development, weak urban and tourism service capacity, and so on. Therefore, how to give full play to the radiation function of the local central cities in each league city, and how to evaluate the development potential of the tourism service function of the city and make it improve continuously, combined with the strong correlation characteristics of the tourism industry, To speed up the development of regional tourism has important significance and value. Based on the background and significance of the selected topic, the paper takes the development potential of tourism service function of 12 local central cities in Inner Mongolia as the research object, and summarizes the relevant research at home and abroad, research methods, technical routes, etc. On the basis of relevant research theories, combined with the existing research results, this paper summarizes the construction conditions of local central cities and the basic characteristics of urban tourism service function. By analyzing the present situation and existing problems of the development of urban and tourism service function in 12 local central cities in Inner Mongolia, the paper bases on the practical experience of the research on the urban tourism service function at home and abroad. The function of urban tourism service is divided into two categories: urban service function and tourism service function, and the evaluation index system is constructed, and the potential of tourism service function of each central city is evaluated by principal component analysis method. Finally, by using the four-quadrant analysis method, the paper classifies the potential of tourism service function and puts forward the promotion strategy of each type of urban tourism service function. The conclusions are as follows: (1) Tourism has become one of the key industries in Inner Mongolia, and the evaluation of the development potential of urban tourism service function is beneficial to the recognition of the advantages of each local central city.
