云霄县火田镇休闲农业发展的对策研究

【摘要】：绿色环保的第三产业旅游业，特别是休闲农业的发展，越来越受到国家的重视和人们的青睐，逐渐成为新的经济增长点。发展休闲农业是促进农民增收、提高农业综合生产能力的重要举措，是解决“三农”问题的另一途径。本文首先运用SWOT分析方法，分析云霄县火田镇发展休闲农业的优势与劣势，以及外部环境产生的机遇与挑战。通过调查，发现火田镇存在交通区位优势明显、自然生态资源优越、文化底蕴丰富独特、经济社会发展迅速等优势，但也存在休闲农业尚未形成产业体系、基础设施配套薄弱、缺乏具体推进措施、新农村建设任务艰巨、专业管理人才匮乏等现实问题制约发展。此外虽然火田镇的休闲农业发展面临省内同行业及周边地区旅游业的激烈竞争，但是随着各级优惠政策叠加产生的积极效应、旅游业成为云霄县域经济的三驾马车之一、民众休闲方式的转变以及居民消费能力的提升等利好因素，，加快发展休闲农业有着难得的机遇。通过内外因素综合比较分析，作者认为火田镇休闲农业的发展必须采用SO战略。 接着作者对浙江省长兴县顾渚村休闲农业的发展历程进行系统分析，得出发展休闲农业政府主导是关键、农民民资是主体、规范提升是路径、优质服务是保障、旅游惠民是根本的启示。 最后，论文在案例研究及SWOT分析的基础上，提出火田镇休闲农业发展的战略及产业布局，并就如何加快发展火田镇休闲农业提出加强组织领导和体制创新、加强政策引导、科学合理规划、加快基础设施配套、破解休闲农业发展的资金瓶颈、强化人才支撑、强化区域合作、建立农民利益保障机制等对策建议。
[Abstract]:The tourism industry of green and environmental protection, especially the development of leisure agriculture, has been paid more and more attention by the country and people, and has gradually become a new economic growth point. The development of leisure agriculture is an important measure to increase farmers' income and improve the comprehensive production capacity of agriculture. It is also another way to solve the problem of "agriculture, rural areas and farmers". In this paper, the advantages and disadvantages of developing leisure agriculture in Huotian Town, Yunxiao County, as well as the opportunities and challenges arising from the external environment are analyzed by using the method of SWOT analysis. Through investigation, it is found that there are obvious advantages in traffic location, natural ecological resources, rich and unique cultural background, rapid economic and social development, etc. However, leisure agriculture has not yet formed an industrial system, and infrastructure is weak. Lack of specific measures, new rural construction task arduous, lack of professional management personnel constraints development. In addition, although the development of leisure agriculture in Huo Tian Town faces fierce competition from tourism in the same industry and surrounding areas in the province, with the positive effects of the superposition of preferential policies at all levels, tourism has become one of the three carriages of the Yunxiao county economy. There is a rare opportunity to accelerate the development of leisure agriculture because of the change of people's leisure mode and the promotion of residents' consumption ability. Through comprehensive comparison and analysis of internal and external factors, the author thinks that so strategy must be adopted in the development of leisure agriculture in Fo Tian Town. Then the author systematically analyzes the development course of leisure agriculture in Guzhu Village of Changxing County, Zhejiang Province, and draws the conclusion that the key point is to develop the government's leading role in leisure agriculture, the farmer's private capital is the main body, the standard promotion is the path, and the quality service is the guarantee. Tourism benefits the people is the fundamental inspiration. Finally, on the basis of case study and SWOT analysis, the paper puts forward the development strategy and industrial layout of leisure agriculture in Fo Tian Town, and puts forward how to accelerate the development of leisure agriculture in Fo Tian Town to strengthen organizational leadership and system innovation, and strengthen policy guidance. Scientific and rational planning, speeding up infrastructure matching, solving the bottleneck of leisure agriculture development, strengthening talent support, strengthening regional cooperation, establishing farmers' interests protection mechanism and other countermeasures and suggestions.
