低碳理念下泉州市旅游业的发展战略研究

【摘要】：“十二五”时期，全球经济再平衡过程将进入重要时期，世界旅游板块亦会加速变化，在中国加入世界贸易组织之后，我国旅游业取得了与其他国家旅游业平等发展的机会，这对于我国将旅游业发展成国民经济战略性支柱产业起到了积极的作用。 泉州市作为海峡西岸经济区的三大旅游中心城市以及闽南滨海商贸旅游区的重点城市，在国务院关于支持福建省加快建设海峡西岸经济区的若干意见的政策支持下，泉州市大力发展文化旅游、闽台旅游，创建中国最佳旅游城市，以打造“海丝”文化旅游品牌为核心，形成泉州市旅游发展“五海模式”，并在其发展过程中全面推进节能减排，积极发展低碳循环经济。 本文在低碳理念的指导下，采用文献分析、比较分析和跨学科研究等方法，分析了泉州市的旅游发展，包括泉州旅游资源的现状、发展模式、发展方向及其发展的优势与不足，在此基础上，充分借鉴其他学者在低碳旅游发展方面的观点，从政府、旅游企业、公众、旅游产品、吸引物及环境等角度对泉州市低碳旅游的发展提供建设性意见，，如加快制定泉州旅游业低碳建设的法律法规，征收碳税、排污税、污染产品税等环境资源税，实现低碳旅游标准化和制度化；精心设计组织食、住、行、游、购、娱各个环节的旅游产品，建立可行的碳汇机制；建立完善的低碳景区评价与认证制度；积极应用新技术，开展虚拟旅游等，希望相关意见能够对泉州旅游经济的发展起到积极的推动作用。
[Abstract]:During the 12th Five-Year Plan period, the process of rebalancing the global economy will enter an important period, and the world tourism sector will also accelerate the changes. After China's accession to the World Trade Organization, China's tourism industry has achieved an equal opportunity to develop its tourism industry on an equal footing with other countries. This has played a positive role in developing tourism into a strategic pillar industry of the national economy. Quanzhou, as the three major tourist centers of the West Coast Economic Zone of the Straits and the key city of the South Fujian Binhai Trade and Trade tourist Zone, is supported by the State Council's policy on supporting Fujian Province in speeding up the construction of the economic zone in the west coast of the Straits. Quanzhou has made great efforts to develop cultural tourism, Fujian and Taiwan tourism, to create the best tourist city in China, to build "Haisi" cultural tourism brand as the core, and to form the "five Seas" mode of tourism development in Quanzhou. And in its development process to promote energy conservation and emission reduction, actively develop low-carbon cycle economy. Under the guidance of low-carbon concept, this paper analyzes the tourism development of Quanzhou, including the present situation, development mode, development direction and advantages and disadvantages of Quanzhou, by means of literature analysis, comparative analysis and interdisciplinary research. On this basis, we can draw on the views of other scholars in the development of low-carbon tourism, and provide constructive suggestions on the development of low-carbon tourism in Quanzhou from the perspectives of government, tourism enterprises, the public, tourism products, attractions and environment, etc. Such as speeding up the formulation of laws and regulations on low-carbon tourism construction in Quanzhou, levying taxes on environmental resources, such as carbon tax, pollution product tax, and so on, so as to standardize and institutionalize low-carbon tourism, and carefully design and organize food, shelter, travel, purchase, etc. Entertainment of tourism products in all sectors, establishment of a viable carbon sink mechanism, establishment of a sound evaluation and certification system for low-carbon scenic spots, active application of new technologies, development of virtual tourism, etc. I hope that the relevant opinions can play a positive role in the development of Quanzhou tourism economy.
