哈素海旅游景区发展战略分析

【摘要】:哈素海位于呼和浩特西70公里的土默特左旗境内,面积30平方公里,是呼和浩特地区唯一的淡水湖。原名哈拉乌素,意为青水湖,由青色湖水得名。置身哈素海极目远眺,只见晴空碧水蔚蓝一色,蒲萍丛丛轻舟点点,遥想少数民族那些动人的传说,仿然已融入这副淡雅的水墨画。故有“塞外西湖”之称。哈素海旅游区正式开发于20世纪80年代初。逐步形成以娱乐、水上游览观光、度假、住宿、餐饮设施为主的旅游区,吸引了大量呼和浩特、包头、鄂尔多斯及晋、陕、冀的游客。2003年被国家旅游局命名为国家AAA级旅游景区。但近年来旅游区缺乏明确的战略导向、软硬件建设滞后等问题导致经营陷入困境,发展进入了停滞状态。 旅游业作为高度敏感型产业,受到包括政治、经济、文化等外部因素的影响,以适当的发展战略为导向,通过调整上述因素,可以为景区发展提供良好的运行环境,推动哈素海旅游区走出困境,驶入快速健康发展道路。这就对旅游区的战略制定提出了迫切需求。 对于如何将哈素海现有旅游资源整合重塑成内蒙旅游除草原外的第二块金字招牌,本文针对哈素海旅游区发展战略进行研究。主要从景区目前所面临外部环境来分析哈素海旅游区所存在的机遇与威胁;从景区内部资源和内部能力来分析内部战略环境,并得出战略制定中所拥有的优势以及存在的劣势,参照类似地区旅游业发展的成功经验,运用课堂所学分析方法及相关理论知识和分析工具,设计出对其适合的、可持续发展的战略目标。并针对哈素海旅游区目前的实际情况提供战略发展的路线及指导思想,以其为景区未来发展提供行动指南。同时为了确保战略的有效执行,论文最后提出了切实可行的措施,将战略转化为执行力,从而获取景区的长期竞争优势,实现景区的可持续发展。

However, in recent years, the lack of clear strategic direction and the lagging of software and hardware construction in tourist areas have led to the difficulties of management and the development of tourism areas has entered into a state of stagnation. As a highly sensitive industry, tourism is influenced by external factors, such as politics, economy, culture and so on. By adjusting the above-mentioned factors, the tourism industry can provide a good operating environment for the development of scenic spots. To push the Haasuhai tourist area out of the predicament and enter the road of rapid and healthy development. This has put forward an urgent need for the strategic formulation of the tourist area. As to how to integrate the existing tourism resources of Hashuhai into the second gold-lettered signboard of Inner Mongolia tourism in addition to grassland, this paper studies the development strategy of the tourism area of Hashuhai. Mainly from the external environment facing the scenic area to analyze the opportunities and threats that exist in the Hashi Sea tourist area, from the internal resources and internal capabilities of the scenic area to analyze the internal strategic environment, and to obtain the advantages and disadvantages in the strategy formulation. Referring to the successful experience of tourism development in similar areas, the paper designs a suitable and sustainable development strategic goal by using the analytical methods and related theoretical knowledge and analytical tools learned in the classroom. According to the actual situation of the Hashi Sea tourist area at present, it provides the strategic development route and guiding ideology, so as to provide the action guide for the future development of the scenic area. At the same time, in order to ensure the effective implementation of the strategy, the paper finally put forward practical measures to transform the strategy into execution, so as to obtain the long-term competitive advantage of the scenic area and realize the sustainable development of the scenic area.
