海南旅游产业集群化研究

【摘要】:产业集群发轫于第二次工业革命时期的欧洲,逐步蔓延至美、日,由重工业延伸到轻工业。随着经济全球化时代的到来,产业集群成为一个世界性的经济现象,从地域上扩展到各种新兴工业化、半工业化经济体,从产业上扩展到旅游等服务业。产业集群具有节约交易成本、形成聚集经济的优势。而近年来,其在促进创新、提升区域产业竞争力、推动区域经济发展中的作用日益受到学术界的重视。旅游产业等服务业的集群化更成为国内学术界讨论的一个热点。在实践上,以旅游产业集群化发展来赢得区域旅游产业竞争力,也正在成为我国各地区旅游发展业的新动向。 文章以产业集群的理论为指导,,对旅游业集群的特征、概念以及竞争优势进行归纳整理,进一步发掘出旅游产业集群理论在旅游产业中的现实价值。然后文章以海南旅游业为研究对象,在分析海南旅游业发展现状的基础上,指出海南旅游产业集群化发展的有利条件和存在的突出问题,构建海南旅游产业集群的宏伟蓝图。论文的的大概框架分为三部分: 第一部分,对海南旅游业集群化发展的必要性进行分析。国家政策倾斜、海南得天独厚的资源禀赋以及在国内独一无二的区位条件,共同打造了著名的海南旅游名片。海南旅游产业发展已经达到了一定的规模,具备了发展旅游产业集群的基本条件。但同时还存在很多制约因素,如旅游基础设施有待完善、旅游线路设计不够合理、旅游行业经营管理混乱等。海南要想真正成为名副其实国际旅游岛,须对旅游的产业结构做出整合和提升。 第二部分,文中考虑到旅游产业的特殊性,改进迈克尔.波特的钻石理论来对海南旅游产业集群进行可行性分析,即要素条件、产业关联度、发展机遇、需求状况和政府作用。通过对以上因素进行分析得出,海南旅游业钻石模型体系尚不完备,但已经具备了集群化发展的条件。 第三部分,文中着力构建了海南旅游产业集群化发展的宏伟蓝图。首先,政府的支持和引导是发展旅游产业集群化前提条件。因此,海南需要政府力量与市场力量相呼应,整合海口、三亚两个中心,东、中、西部系列次级中心及三大旅游产业带,完善各项基础设施建设,为打造旅游产业集群创造良好的外部环境。其次,深度开发产品,推动企业整合,变区域布局结构模糊的目的地营销为旅游产业集群式营销,并树立海南旅游的知名品牌。最后,重视人才引入,高度重视海南旅游人才的引进,更好的为旅游业及其集群化发展提供智力支持。
[Abstract]:Industrial clusters originated in Europe during the second Industrial Revolution and gradually spread to the United States and Japan, extending from heavy industry to light industry. With the arrival of the era of economic globalization, industrial clusters have become a worldwide economic phenomenon, expanding geographically to a variety of newly industrialized, semi-industrialized economies, from industry to tourism and other services. Industrial cluster has the advantage of saving transaction cost and forming agglomeration economy. In recent years, its role in promoting innovation, promoting regional industrial competitiveness and promoting regional economic development has been paid more and more attention by academic circles. Tourism industry and other services cluster has become a hot topic in domestic academic circles. In practice, it is becoming a new trend of tourism development in China to win the competitiveness of regional tourism industry by the development of tourism industry cluster. Guided by the theory of industrial cluster, this paper sums up the characteristics, concepts and competitive advantages of tourism cluster, and further excavates the practical value of tourism industry cluster theory in tourism industry. Then the article takes Hainan tourism as the research object, on the basis of analyzing the present situation of Hainan tourism development, points out the favorable conditions and outstanding problems of Hainan tourism industry cluster development, and constructs the grand blueprint of Hainan tourism industry cluster. The general framework of this paper is divided into three parts: the first part analyzes the necessity of Hainan tourism cluster development. With favorable national policies, unique natural resources and unique location conditions in China, Hainan has created a famous Hainan tourist card. Hainan tourism industry development has reached a certain scale, with the basic conditions for the development of tourism industry cluster. But at the same time, there are many restrictive factors, such as the tourism infrastructure needs to be improved, the design of tourism routes is not reasonable, the management of tourism industry is confused and so on. If Hainan wants to become a truly international tourism island, it must integrate and promote the industrial structure of tourism. The second part, considering the particularity of tourism industry, improve Michael. Porter's diamond theory is used to analyze the feasibility of Hainan tourism industry cluster, that is, the essential factor condition, industry correlation degree, development opportunity, demand condition and government function. Through the analysis of the above factors, it is concluded that Hainan tourism diamond model system is not complete, but it already has the condition of cluster development. The third part, the paper constructs the grand blueprint of Hainan tourism industry cluster development. First of all, the government's support and guidance is the prerequisite for the development of tourism industry cluster. Therefore, Hainan needs government and market forces to echo, integrate Haikou, Sanya, East, Middle and West series of secondary centers and three major tourism industrial zones, and improve infrastructure construction. To create a good external environment for tourism industry cluster. Secondly, we should develop products in depth, promote enterprise integration, change the destination marketing of fuzzy regional layout structure into cluster marketing of tourism industry, and set up the famous brand of Hainan tourism. Finally, attach importance to the introduction of talents, attach great importance to the introduction of Hainan tourism talents, better for tourism and its cluster development to provide intellectual support.
