试论广州旅游公共管理的现状和完善

【摘要】：旅游公共管理是近代公共管理科学上兴起的一门学科,从世界范围上看目前对该行业的管理整体上都还处于探索的阶段,它的进步与发展还需要经过一段的历史的积淀。广州市的旅游公共管理同样如此,在现在旅游的发展趋势下,需要进一步的完善管理政策,规范管理方式,使广州市的旅游公共管理满足现代旅游产业管理的需要。 旅游公共管理具有极强的复杂性,涉及到游客吃穿住行以及娱乐的各个方面,管理的对象就包括了各个服务行业,需要对他们所提供的服务进行规范,特别是旅行社以及旅游景区的商业店铺的规范管理,防止出现欺诈游客的现象。还需要建立一个系统的旅游公共服务体系,使游客在旅游的过程中能够感受到旅游的休闲性与舒适性,提高旅游的质量。 本文的研究是基于当前广州市旅游公共管理的现状展开的,在论文的绪论中说明了论文研究的背景与研究的意义,所采用的是文献研究与调查研究的方法,沿袭之前学者的研究,在文献中吸取精华,在广州市旅游局的数据统计中开展分析工作,并对广州市旅游公共管理服务需要加强的地方进行了调查分析。第二章描述了广州市旅游公共管理的现状,包括管理部门的职能以及存在的各种问题的说明。第三章是广州市的重大事件对完善广州旅游公共管理要求的说明,如广交会的举办、广州市率先开展的“国民旅游休闲计划”、亚运会的举办等,都对广州市健全旅游公共管理体系提出了要求。第四章是对国内外先进的旅游公共管理模式的介绍,首先是对我国海南岛旅游发展与管理的说明,其次是对美国与日本两个国家不同模式的旅游管理的借鉴,希望通过吸取国内外的发展经验,完善广州市的旅游公共管理体系。第五章是根据本文的研究对广州市旅游公共管理的优化所提出的建议,要就完善信息服务,在旅游公共管理上药与多部门开展合作,指导旅游产业的升级和转型,完善旅游业的诚信管理与旅游安全管理等一些迫切需要解决的问题。 本文的研究可以说是层层深入,希望通过本文的研究提升广州市旅游公共管理的水平,保证旅游公共服务的质量。同时对广州市旅游公共管理起到一定的指导作用,完善我国关于旅游公共管理的研究。
[Abstract]:Tourism public management is a subject rising in modern public management science. From the point of view of the world, the management of this industry as a whole is still in the stage of exploration, and its progress and development still need to go through a period of historical accumulation. The same is true of tourism public management in Guangzhou. Under the current tourism development trend, it is necessary to further improve the management policy and standardize the management mode, so that the tourism public management in Guangzhou can meet the needs of modern tourism industry management. Tourism public management is very complex, involving all aspects of tourists eating, living, living and entertainment. The objects of management include various service industries, and the services they provide need to be standardized. In particular, travel agencies and scenic spots of commercial shops standard management, to prevent the phenomenon of fraudulent tourists. It is also necessary to establish a systematic tourism public service system so that tourists can feel the leisure and comfort of tourism and improve the quality of tourism. The research of this paper is based on the current situation of tourism public management in Guangzhou. In the introduction of the paper, the background and significance of the research are explained, and the methods of literature research and investigation are adopted. The previous scholars' research, absorbed the essence in the literature, carried out the analysis work in the data statistics of Guangzhou Tourism Administration, and investigated and analyzed the places where the tourism public management service in Guangzhou needs to be strengthened. The second chapter describes the present situation of tourism public management in Guangzhou, including the functions of the management department and the description of the existing problems. The third chapter is the explanation of the requirements of Guangzhou's major events to improve Guangzhou's tourism public management, such as the holding of the Canton Fair, the "National Tourism and Leisure Plan" initiated by Guangzhou, the holding of the Asian Games, and so on. All of them put forward requirements for Guangzhou to improve the tourism public management system. The fourth chapter is the introduction of the advanced tourism public management mode at home and abroad, the first is the explanation of the tourism development and management of Hainan Island in China, and the second is the reference of different modes of tourism management in the United States and Japan. I hope to improve the tourism public management system in Guangzhou by absorbing the development experience at home and abroad. The fifth chapter is based on the suggestions on the optimization of tourism public management in Guangzhou, we should perfect the information service, cooperate with many departments in tourism public management, and guide the upgrading and transformation of tourism industry. Some urgent problems need to be solved, such as perfecting the credit management and tourism safety management of tourism. The research of this paper can be said to be in-depth layer by layer, hoping to improve the level of tourism public management in Guangzhou and ensure the quality of tourism public service. At the same time, it plays a certain guiding role in Guangzhou tourism public management and perfects the research on tourism public management in our country.
