创建“厦金旅游特别区”研究

【摘要】：在国务院赋予海西“两岸人民交流合作先行先试区域”战略定位后，福建省“十二五”旅游业发展专项规划明确提出坚持“先行先试”发展原则，充分发挥福建对台优势，深化闽台旅游合作，探索闽台旅游合作发展的新空间，先行先试，在两岸旅游交流合作中走在前列。厦门有条件依托这一发展原则，以旅游业为切入点，先行先试，在旅游产品开发、旅游市场营销、旅游项目建设、应急机制建设、旅游人才培训等方面与金门实行更紧密合作，着力创建厦金旅游特别区,打造世界级旅游目的地，为推进两地旅游业持续发展，促进两岸人民相互认同累积经验。本文在两岸关系持续发展的历史背景下，借鉴跨境旅游合作成功的模式与经验，在海峡两岸旅游交流与合作的基础上，通过分析创建厦金旅游区的现实基础、有利条件、限制因素等，提出创建的具体步骤：1.第一阶段：旅游合作阶段—准备与组织；2.第二阶段：旅游联动阶段—协商与规划；3，第三阶段：旅游共同体—厦金旅游特别区。厦金旅游特别区的构建，将有利于突破当前厦门与金门旅游业发展的瓶颈、提升两地旅游业的竞争力并且提高海峡两岸旅游的吸引力；在深化两岸旅游交流合作、促进两岸同胞相互认知、认同中的有先导、示范功能，为两岸关系的深入发展提供经验借鉴。构建“厦金旅游特别区”应理智、冷静、客观的面对，，遇到问题应多方面协商与交流，最大限度的符合厦金两地合作主体的利益，使其真正成为海西旅游中心城市、闽台区域经济增长极以及国内外知名旅游目的地。
[Abstract]:After the State Council has given the "Pre-Trial Regional" Strategic Position to the People's Exchange of Cooperation between the People's Republic of China and the People's Republic of China, the special planning for tourism development in the 12th Five-Year Plan of Fujian Province has clearly put forward the principle of "first-of-first-first-test", giving full play to the advantages of Fujian to Taiwan, deepening the tourism cooperation of Fujian and Taiwan, and exploring the new space for the development of the tourism cooperation of Fujian and Taiwan. It is at the forefront of cross-strait tourism exchanges and cooperation. Xiamen has the condition to rely on this development principle, take the tourism as the entry point, first try, in the tourism product development, the tourism marketing, the tourism project construction, the emergency mechanism construction, the tourism talent training and so on, to carry out closer cooperation with the Jinmen, to create the Xiamen golden tourism special area, To build a world-class tourism destination, to promote the sustainable development of tourism in the two places, and to promote the mutual recognition and accumulation experience of the people of the two places. This paper, under the historical background of the continuous development of cross-strait relations, draws on the successful mode and experience of cross-border tourism cooperation, and on the basis of the cross-strait tourism exchange and cooperation, through the analysis and creation of the real basis, the advantage and the limiting factors of the Xiamen tourist area. and the like, and the concrete steps of creating are proposed: 1. Phase I: preparation and organization of tourism cooperation phase; 2. The second stage: the consultation and planning of the tourism linkage stage; and 3, the third stage: the tourism of the tourism community, and the tourism of Jinsha, the tourism community. The construction of the special area of the Xiamen-gold tourism will help to break through the bottleneck of the development of the tourism in Xiamen and Jinmen, improve the competitiveness of the tourism in the two places, and improve the attraction of tourism in both sides of the Taiwan Straits, and promote the exchanges and cooperation between the two sides of the Taiwan Straits to promote the mutual recognition and identification of the compatriots on both sides of the Straits. Guide and demonstration function to provide experience for the in-depth development of cross-strait relations The construction of the "Xijin tourism special area" should be rational, calm and objective, and the problems encountered should be negotiated and exchanged in various ways, and the interests of the cooperation main body of the two places shall be met to the maximum extent, so as to make it truly the central city of the West China Tourism Center, the economic growth pole of Fujian and Taiwan, and the well-known tourist destination at home and abroad.
