【摘要】：农民工,作为我国经济建设中出现的特殊群体,他们来自于农村,服务于城市,为我国的经济建设发挥了巨大的贡献。长久以来,由于我国社会保障制度建设的不健全,农民工群体一直处在社会保障体系所覆盖的边缘地带,他们常常无法获得应有的基本保障以致面对巨大的社会风险。本文所要研究的农民工医疗保险便携性问题正是在这种背景下产生的,在一个没有便携性的医疗保险制度下,农民工的医疗保障将会随着就业流动而彻底丧失,所以,如何确保农民工能够在保证就业流动性的同时获得与城市居民平等的医疗保险待遇,是目前我国社会保障领域应该予以重视并亟待解决的问题。本文从农民工医疗保险制度的历史变迁出发,结合农民工医疗保险的现状问题,逐步展开对农民工医疗保险便携性问题的讨论。本文的主体部分从参保模式、转移接续的类型、制度框架三个层面展开,通过比较研究的方式探讨了不同影响因素下农民工医疗保险的便携性状况,并运用主观和客观两种评价标准对农民工医疗保险便携性进行评判,找出现行医疗保险转移接续中存在的问题以及阻碍便携性的因素,最终提出有针对性的改进措施和优化方案。
[Abstract]:Migrant workers, as a special group in the economic construction of our country, come from the countryside, serve the city, and play a great contribution to the economic construction of our country for a long time. Because of the unsound construction of social security system in China, migrant workers have been in the social security system covered by the marginal zone. They often can not get the basic protection and face huge social risks. The portable problem of migrant workers' medical insurance is produced in this background. In a non-portable medical insurance system, migrant workers' medical security will be completely lost with the flow of employment, so. How to ensure that migrant workers can obtain equal medical insurance treatment with urban residents while ensuring employment mobility. It is a problem that should be paid attention to and solved urgently in the field of social security in our country at present. This article starts from the historical change of the medical insurance system of migrant workers and combines the current situation of the medical insurance of migrant workers. The main part of this paper starts from three levels: the mode of participating insurance, the type of transfer and the institutional framework. Through the way of comparative study, this paper discusses the status of portability of migrant workers' medical insurance under different influence factors, and evaluates the portability of migrant workers' medical insurance by using subjective and objective evaluation criteria. Find out the problems existing in the transfer of current medical insurance and the factors that hinder portability, and finally put forward targeted improvement measures and optimization schemes.
