【摘要】：自古以来,农业兴则百业兴,农民富则社会富。土地问题是我国“三农”问题中最基础的问题,我国农村中的各项制度是建立在土地制度的基础上的。当前,农村最基本的生产资料是土地,土地仍担负着提高农民收入水平、为农民提供就业和生活保障的使命。农村土地流转在我国已经得到了广泛的实施和推广,它在农村家庭承包责任制基础上得到了一定的创新和发展,弥补了家庭承包责任制深层缺陷。本文以科技园办事处的土地流转现状为案例,对国内外学者的研究进行综述的基础上,首先对国内土地流转的现状和问题进行了归纳分析。然后通过实地调查,对本地区土地流转工作进行了大量的实证研究,主要是对本地区土地流转存在的问题、制约因素进行分析研究。通过调查分析发现,该地区土地流转涉及到群众意愿、现行的制度、法律、政策层面、服务机制、市场不健全等等一系列的问题。造成这些问题的主要因素是传统思想的制约,土地相关法律的不健全,产权制度的不完整及农村社会保障体系建设的滞后等。通过归纳对比我国当前各地土地流转的典型模式,参照当前国内其他地区的先进经验,找出差距并提出推进土地流转工作的四点对策和建议,分别是加强宣传引导、完善社会保障体系,规范流转过程和加大扶持力度,这对于完善我国农村土地流转制度,推动土地有序合理流转有一定的启示。
[Abstract]:Since ancient times, village is steady, rich farmers are rich. The rural land circulation has been implemented and widely used in our country, it has certain innovation and development based on the rural household contract responsibility system, make up the family contract responsibility system. Based on the deep defects in the current situation of land circulation in the office for science and technology park the case, summarized the research of scholars at home and abroad, summarizes first the analysis of the status quo and problems of domestic land transfer. Then through the field survey, as of industrial land transfer region A large number of empirical research, mainly on the existence of land circulation in the region, analysis of the restricting factors. Through investigation and analysis, the land circulation in the region related to the wishes of the masses, the current system of law, policy, service mechanism, the market is not perfect and so on a series of problems caused by the main factors of these problems. Is the restriction of the traditional ideas, land related law is not perfect, property rights system is not complete and the construction of rural social security system lags behind. Typical patterns by inductive and comparative current around the land circulation, referring to the advanced experience of the other parts of the country, to find out the gap and puts forward four countermeasures and suggestions to promote land circulation work respectively, is to strengthen publicity and guidance, improve the social security system, standardize the transfer process and increase support for the improvement of Chinese rural land transfer system, promote soil The rational circulation of the land has some enlightenment.
