【摘要】：推进农村一二三产业融合发展,是拓宽农民增收渠道、构建现代农业产业体系的重要举措,是加快转变农业发展方式、探索中国特色农业现代化道路的必然要求。依靠拼资源消耗、拼农资投入、拼生态环境的粗放式农业发展道路难以为继,通过农村一二三产业融合发展,可以延伸农业产业链和价值链,建立多形式利益联结机制,能拓宽农民增收渠道,更多分享增值收益。作为兵团的一个下属团场,石河子一四三团逐渐发展成为一个以农业为主,农林牧副渔、工交建商、文教卫生全面发展的国有大型现代化农场,但还存在农产品加工能力低下,农业产业化水平不高,农业市场体系建设不完善等影响农业可持续发展能力的问题。大力推进一二三产业融合发展,加快转变团场农业发展方式,实现团场农业产业结构优化,团场经济发展,团场职工增收。本文运用分工理论、交易费用理论、系统理论、可持续发展理论对一四三团一二三产业融合发展问题进行研究。首先阐述了一二三产业融合的机制。基于农业与第二产业,农业与第三产业的供需关系,从转变农业发展方式、提升农业可持续发展能力,提高农民收入方面分析了一二三产业融合发展的动力以及农业融合的模式。其次,分析了一四三团经济发展的概况。通过分析一四三团经济社会概况,产业发展概况,剖析经济发展存在的问题,为研究打下基础。再次,一四三团产业融合状况。在分析农业内部种植业、林果业、畜牧业现状的基础上,从农业内部整合型、农业产业链延伸型、农业多功能拓展型阐述了一四三团产业融合情况,产业融合存在的问题。以一四三团蟠桃产业为例,对产业融合进行了深度的分析。最后从团场体制改革,多元化产业融合主体,多类型产业融合方式,团场服务体系方面提出对策建议。基于上述研究,本文主要得到以下结论:第一,一二三产业融合发展是转变农业发展方式,提高农业比较利益,增加农民收入的重要途径和必然选择。第二,一四三团在农业内部整合型、农业产业链延伸型、多功能拓展型融合模式方面有一定的基础,但产业融合程度较低,主体利益联结机制不健全,公共服务不能提供有力支撑,多功能型开发程度不够,财税金融支持力度不够,阻碍了融合的进程。第三,作为一四三团有特色的蟠桃产业,依托蟠桃果品,努力延长农产品加工产业链,开拓农产品的多功能型,带动了团场的经济增长。但紧密与龙头企业的利益关联机制,以技术促融合,还有很大的发展空间。为促进团场一二三产业融合发展,构建农业与二三产业交叉融合的现代产业体系,还需要制度的保障和政策的支持。

Depending on the consumption of resources, the investment of agricultural resources and the combination of ecological environment, the extensive agricultural development road is difficult to continue, and through the integration of rural 123 industries development, It can extend the agricultural industry chain and value chain, establish a multi-form interest association mechanism, widen the channels for farmers to increase their income, and share more value-added benefits. Shihezi 143 regiment gradually developed into a large and modern state-owned farm, which is mainly agriculture, agriculture, forestry, animal husbandry, by-fishing, industry, trade, construction, culture, education and hygiene. However, there is still a low processing capacity of agricultural products and a low level of agricultural industrialization. Problems affecting the ability of agricultural sustainable development, such as the imperfect construction of agricultural market system, vigorously promote the integration of 123 industries, accelerate the transformation of the agricultural development mode of Tuanchang, optimize the agricultural industrial structure of the farm, and promote the economic development of the farm. This paper applies the theory of division of labor, the theory of transaction cost, the theory of system, Based on the theory of sustainable development, this paper studies the problem of industrial convergence and development of 143 Group 123. Firstly, it expounds the mechanism of 123 industry convergence. Based on the supply and demand relationship between agriculture and secondary industry, agriculture and tertiary industry, the mode of agricultural development is changed. In the aspect of improving the ability of sustainable development of agriculture and increasing the income of farmers, this paper analyzes the motive force and the mode of agricultural integration of 123 industries. This paper analyzes the general situation of the economic development of the 143 regiment. Through the analysis of the economic and social situation of the 143 regiment, the general situation of the industrial development, and the problems existing in the economic development, it lays a foundation for the research. On the basis of analyzing the present situation of agriculture inner planting industry, forest and fruit industry and animal husbandry, this paper expounds the integration of 143 regiment industry from the view of agricultural integration, extension of agricultural industrial chain and agricultural multifunctional expansion. Taking the flat peach industry of 143 regiment as an example, the paper makes a deep analysis of the industrial convergence. Finally, it analyzes the system reform of the regiment, the main body of diversified industry convergence, and the ways of multi-type industrial convergence. Based on the above research, this paper draws the following conclusions: first, the development of industrial convergence in 123 is to change the mode of agricultural development and improve the comparative interests of agriculture. Second, the 143 regiment has a certain foundation in the integration of agriculture, the extension of agricultural industry chain, the multi-function expansion integration, but the degree of industrial integration is low. The unsound mechanism of the main body's interests, the inability of the public service to provide strong support, the insufficient degree of multi-function development, and the insufficient financial and financial support for finance hinder the process of integration. Thirdly, as a flat peach industry with characteristics of the 143 regiment, Relying on flat peach fruits, efforts were made to extend the agricultural product processing industry chain, to develop the multi-functional type of agricultural products, and to promote economic growth in the regiment. But closely related to the interests of leading enterprises, the integration was promoted by technology. In order to promote the development of 123 industry and construct the modern industrial system of agriculture and secondary and tertiary industry, we still need the guarantee of system and the support of policy.
