亳州经济开发区失地农民社会保障问题研究

【摘要】：在我国,由征地拆迁引发的失地农民与政府之间的矛盾愈演愈烈,近年来失地农民群体性事件在各地频发,究其原因主要是部分失地农民的合法土地权益受损,社会保障需求得不到满足,失地农民问题已经引起社会越来越多的关注。在毫州经济开发区,部分失地农民对征迁补偿安置标准及社会保障待遇不满意,可持续生计压力增大,由此造成信访案件逐年增加、暴力冲突事件时有发生,这严重影响了毫州经济开发区的经济发展和社会稳定,阻碍了经开区城镇化的步伐。因此,笔者本着为解决经开区失地农民问题提供对策,采取问卷调查的方式,围绕与失地农民社会保障相关的问题,对经开区内部分农民失地后的生存和发展现状进行了调研。调查结果显示部分失地农民对土地、房屋补偿标准以及目前的养老、住房、就业等社会保障待遇的满意度较低,失地农民再就业以及城市生活融入上存在困难。经过深入分析,笔者认为造成经开区失地农民问题的原因除了相关法律、制度设计不完善外,还有政府在失地农民政策制定上的短视,基层社区组织对失地农民治理和服务的滞后,以及失地农民自身能力受限等因素。结合调研结果和经开区的实际,笔者提出了以科学制定征迁补偿标准为前提,以提高基本社会保障待遇为基础,以完善就业保障政策为支撑的模式,在解决失地农民问题的过程中要强化政府的作用,充分发挥社区治理服务和社会组织帮扶的功能,并且要重视引导失地农民转变观念。
[Abstract]:In our country, the contradiction between the landless peasants and the government caused by the land expropriation and removal is becoming more and more intense. In recent years, the mass incidents of the land-lost peasants have occurred frequently in various places, the main reason is that the legitimate land rights and interests of some land-lost farmers have been damaged. Social security needs are not met, and the problem of landless farmers has attracted more and more attention in the society. In the Mizhou Economic Development Zone, some landless farmers are not satisfied with the standard of compensation for expropriation and relocation and social security treatment, and the pressure of sustainable livelihood is increasing. As a result, the number of cases of letters and visits has increased year by year, and violent conflicts have occurred from time to time. This has seriously affected the economic development and social stability of the economic development zone of Mizhou, and hindered the pace of urbanization in the economic development zone. In order to provide countermeasures for solving the problem of land-lost farmers in the economic development area, the author adopts the method of questionnaire investigation, and revolves around the problems related to the social security of land-lost farmers. A survey was conducted on the survival and development status of some farmers in the open area after losing their land. The results showed that some landless farmers were less satisfied with land, housing compensation standards and current social security benefits such as pension, housing, employment, etc. There are difficulties in re-employment of land-lost farmers and integration of urban life. Through in-depth analysis, the author believes that the reasons for the problem of land-lost peasants in the open areas are not perfect except the relevant laws and system design. There are also factors such as the government's shortsightedness in the formulation of land-lost farmers' policies, the lag of grass-roots community organizations in the governance and service of landless farmers, and the limited ability of landless farmers themselves. Combined with the results of research and the reality of the economic development areas, The author puts forward a model based on the scientific formulation of compensation standard for expropriation and relocation, on the basis of improving the basic social security treatment, and on the improvement of employment security policy, so as to strengthen the role of the government in the process of solving the problem of land-lost farmers. We should give full play to the functions of community governance services and social organizations, and attach importance to guiding land-losing farmers to change their concepts.
