【摘要】：自从2013年中央一号文件出台以来,发展家庭农场在我国得到了前所未有的欢迎,是实现我国农业现代化的途径之一,它在目前实践过程中的经验告诉我们,在城镇一体化加速进程中,家庭农场是保护耕地,实现农业现代化快速发展的稳妥的载体。规模化、专业化、机械化在家庭农场发展过程中逐步实现,农民的收入也会得到增加,缩小贫富差距和城乡收入水平将成为现实。随着绩溪县经济的快速发展,规模化、专业化的农业发展模式进一步得到农户们的认可,2013年以来绩溪县家庭农场的发展迅速,但是农场的规模以及长久以来形成的精耕细作的特征不会改变,这给家庭农场发展过程中的产出带来了保证,但同时是家庭农场的进一步发展的制约因素。绩溪县家庭农场的发展既吸收了之前家庭承包责任制时的优点,又吸收了现代农业的长处,但是在实践过程中由于专业化规模化过程中出现了盲目发展的状态,绩溪县家庭农场在今后的发展必须做出规划,让农场的发展更加合理,从而实现农业的现代化和农民的创收增加。相信家庭农场的有序发展将是解决我国形成绩溪县家庭农场发展的对策和建议。文章分为六个章节。第一章绪论部分主要讲了选题意义和世界范围内的学者们对家庭农场发展的研究和发展现状,提炼发展过程的经验,发展过程中存在的问题,以期成为促进绩溪县家庭农场发育和发展的借鉴。第二章是总结了国内家庭农场的现状和家庭农场的概念的判断以及区别。从家庭农场的概念出发,规范家庭农场的发展,以期对绩溪县家庭农场的界定形成一个初步的定位。第三章是概括了家庭农场在我国的发展现状,从普遍到特殊,从一般到普遍。以期从全国范围内找到适合绩溪县家庭农场的发展模式,从而结合绩溪县自身的特色选择绩溪县属于自己的发展模式。第四章主要概述了绩溪县家庭农场发展现状以及成效,讲述了绩溪县发展家庭农场的具体环境。家庭农场提升了劳动生产率和土地产出率,指明了未来农业经营主体,初步解决了土地抛荒问题。第五章指出了绩溪县家庭农场中普遍存在的问题。绩溪县家庭农场主要存在土地流转困难、缺乏发展资金、家庭农场主综合素质有待提高、社会化服务体系亟待完善、政策补贴力度需要进一步加强、规模效益不一,导致投入要素的浪费等问题。第六章是根据上述章节的论述,根据笔者的调查研究,先是对笔者调查过的有代表性的家庭农场进行了一个整合性的调查分析,然后从普遍到特殊,具体到绩溪县蜀马农场的发展状况以及发展中存在的问题。最后,笔者就上述分析做了一个绩溪县发展家庭农场的SWOT的分析,以期发掘在绩溪县发展家庭农场的最佳模式。第七章针对上述存在的问题,提出了家庭农场的发展对策。
[Abstract]:Since the issuance of the first document of the Central Committee in 2013, the development of family farms has been an unprecedented welcome in our country, and it is one of the ways to realize the modernization of our agriculture. Its experience in the current practical process tells us that. In the accelerated process of urban integration, family farm is the stable carrier to protect cultivated land and realize the rapid development of agricultural modernization. In the process of family farm development, scale, specialization and mechanization are realized step by step. Farmers' incomes will also be increased, narrowing the gap between the rich and the poor and the level of urban and rural income will become a reality. With the rapid development of the economy in Jixi County, The specialized agricultural development model was further recognized by farmers. Since 2013, family farms in Jixi County have developed rapidly, but the size of farms and the characteristics of intensive farming that have long been formed will not change. This not only guarantees the output in the development of family farms, but also restricts the further development of family farms. The development of family farms in Jixi County not only absorbs the advantages of the previous household contract responsibility system, but also restricts the further development of family farms. It also absorbs the advantages of modern agriculture, but due to the blind development in the process of specialization and scale in practice, family farms in Jixi County must be planned in the future to make the development of farms more reasonable. It is believed that the orderly development of family farm will be the countermeasure and suggestion to solve the problem of forming family farm development in Jixi county. The article is divided into six chapters. The first chapter is introduction. It mainly talks about the significance of choosing the topic and the research and development status of family farm development by scholars all over the world. To refine the experience of the process of development and the problems existing in the process of development, The second chapter summarizes the present situation of family farm in China, the judgment and distinction of family farm concept. From the concept of family farm, the development of family farm is regulated. The third chapter summarizes the development of family farm in China, from universal to special. From general to universal, with a view to finding a development model suitable for family farms in Jixi County from the whole country, Therefore, combining the characteristics of Jixi County, Jixi County belongs to its own development mode. Chapter 4th mainly summarizes the current situation and results of family farm development in Jixi County. This paper describes the specific environment for the development of family farms in Jixi County. Family farms increase labor productivity and land productivity, and point out the future agricultural management subjects. Chapter 5th points out the common problems existing in the family farms in Jixi County. The family farms in Jixi County mainly have difficulties in land circulation, lack of development funds, and the comprehensive quality of family farmers needs to be improved. The socialized service system needs to be improved urgently, the policy subsidy needs to be further strengthened, the scale benefit is not the same, leading to the waste of input elements and so on. Chapter 6th is based on the discussion of the above chapters, according to the author's investigation and research. First of all, a comprehensive investigation and analysis of representative family farms investigated by the author have been made, and then from general to special, to the development of Shuma Farm in Jixi County and the problems existing in the development. Finally, The author makes a SWOT analysis of the development of family farms in Jixi County in order to find out the best mode of developing family farms in Jixi County. Chapter 7th puts forward the development countermeasures of family farms in view of the problems mentioned above.
