农村土地非农化过程中收益分配问题研究

【摘要】：“三农”问题——农业、农村、农民问题,一直是我国建设社会主义新农村和构建社会主义和谐社会的中心问题.截至2015年,中央一号文件连续12年关注我国“三农”问题。近年来随着工业化和新型城镇化的快速推进,大量农村土地被征用,用途也发生了变化,征地问题已经越来越牵扯到农村居民持续生计能力和社会保障。农地非农化过程中必然牵扯到征地补偿问题,一方面是被征用土地的增值收益分配参与主体,另一方面则是关于土地增值收益如何进行合理分配。如果处理不好这两方面的问题,势必会影响农村经济的持续发展和社会主义新农村建设的深入推进。所以,对于农地非农化过程中的增值收益分配相关问题进行研究和探讨具有重大的理论和现实意义。本文首先对国内外关于农地非农化问题的研究现状进行了一个简单的归纳整理,对涉及农地非农化的马克思地租理论、土地资本理论和博弈论等理论进行了完整的梳理。然后回顾了我国农村土地征用制度变迁和发展过程,研究中发现虽然我国农村土地制度改革持续进行,但在农地非农化过程中仍然存在着收益分配主体不明确、失地农民社会保值不够健全、补偿标准和方式过于单一、地方政府过分逐利陷入“土地财政”怪圈等问题,究其原因,主要是农村征地制度不完善、土地出让金分配比例及使用不合理、财税体制需要改革。针对上述问题,本文在重点对收益分配参与主体进行了博弈分析后,以马克思地租理论、土地资本理论和博弈论为基础,提出了相应的解决问题的政策建议,主要包括：完善农村土地征用制度,加快开展土地相关权利登记；规范征地程序,完善征地补偿标准和方式；建设城乡统一土地要素市场,实现同地同权同价；对当前财税体制进行改革,消除土地财政依赖；合理分配和使用土地收益,加强失地农民职业教育和培训。
[Abstract]:The problems of agriculture, rural areas and farmers have always been the central problems in building a new socialist countryside and building a harmonious socialist society in China. As of 2015, the first document of the Central Committee concerned about the issue of agriculture, countryside and farmers for 12 years in a row. In recent years, with the rapid development of industrialization and new urbanization, a large number of rural land has been expropriated, the use of land has also changed, land expropriation has become more and more involved in the sustainable livelihood of rural residents and social security. In the process of farmland conversion, compensation for land expropriation will inevitably be involved. On the one hand, it is the main body involved in the distribution of the value-added income of the expropriated land; on the other hand, it is about how to distribute the land value-added income reasonably. If these two problems are not handled properly, it will inevitably affect the sustainable development of rural economy and the further development of socialist new rural construction. Therefore, it is of great theoretical and practical significance to study and discuss the problems related to the distribution of value-added income in the process of farmland conversion. In this paper, the current situation of agricultural land conversion at home and abroad is briefly summarized and sorted out, including Marx's land rent theory, land capital theory and game theory. Then it reviews the changes and development process of rural land expropriation system in China, and finds that although the reform of rural land system in our country is continuing, the main body of income distribution is still unclear in the process of farmland conversion. The social preservation of land-lost peasants is not perfect, the compensation standard and method are too single, and the local governments fall into the strange circle of "land finance" by excessively pursuing profits. The main reason is that the system of land expropriation in rural areas is not perfect. The distribution ratio and use of the land transfer fee are unreasonable, and the fiscal and taxation system needs to be reformed. In view of the above problems, after the game analysis of the main body of income distribution, based on Marx's land rent theory, land capital theory and game theory, this paper puts forward the corresponding policy suggestions to solve the problem. It mainly includes: perfecting the system of rural land expropriation, speeding up the registration of land-related rights; standardizing the procedures of land requisition, perfecting the standard and method of compensation for land requisition; constructing a unified market of land elements in urban and rural areas, realizing the same land rights and the same price in the same place; We should reform the current fiscal and taxation system, eliminate the land financial dependence, rationally allocate and use the land income, and strengthen the vocational education and training of land-losing farmers.
