京津冀协同发展背景下河北农村土地流转研究

【摘要】：农村土地承包经营权流转是我国经济社会发展中出现的重要制度变革,也是优化配置农村土地和劳动力等生产要素、提高农民收入和实现农业发展现代化的必然要求。河北省是京津冀农业发展最为集中的地区,加快推进河北农村土地流转,对于促进河北省农业发展现代化、新型城镇化以及支持京津冀协同发展都具有重要意义。为全面探究京津冀协同发展背景下河北农村土地流转的发展状况,本文从多个角度进行深入考察,包括分析农户参与流转的意愿、流转的收入效应,并据此提出了相应的对策建议。本文具体分为以下几个部分。第一部分,总结和归纳国内外的研究进展和现状,界定农村土地流转的内涵,并梳理农地流转的基础理论。第二部分,构建农户土地流转决策模型分析农户参与农地流转的决策行为,从影响河北省农户参与土地流转的因素、农户参与流转后的家庭收入变化这两个方面进行了实证研究。研究结果表明,户主特征、农户的家庭特征、村庄特征均是影响农户土地流转决策的关键因素;参与土地流转,无论转入还是转出土地都有利于增加农户家庭收入。第三部分,分析河北省农村土地流转的现状与问题,挖掘这些问题存在的深层次原因。河北省农村土地流转近年来速度加快,但总体发展水平较低,存在着农地流转不规范、农户流转意愿低、流转期限短、侵犯农民利益等一系列问题;农村土地流转市场不完善、农村社会保障体系不健全、农村金融支持不足、经济发展水平低都是制约河北省农村土地流转发展的因素。在上述研究的基础上,本文从京津冀协同发展对河北农村土地流转带来的机遇与挑战和京津冀协同发展对农户农地流转决策产生的影响两方面分析了京津冀协同发展对河北农村土地流转的影响,并提出相关对策建议。本文可能的创新点包括:研究视角上的创新,把河北省农村土地流转与京津冀协同发展战略相结合;研究方法上的创新,从农户微观决策出发研究农村土地流转问题。
[Abstract]:The transfer of rural land contractual management right is an important institutional change in China's economic and social development. It is also an inevitable requirement for optimizing the allocation of rural land and labor force and other factors of production, raising farmers' income and realizing the modernization of agricultural development. Hebei Province is the region with the most concentrated agricultural development in Beijing-Tianjin-Hebei Province. Speeding up the rural land circulation in Hebei Province is of great significance for promoting the modernization of agricultural development in Hebei Province, new urbanization and supporting the coordinated development of Beijing-Tianjin-Hebei Province. In order to probe into the development of Hebei rural land circulation under the background of Beijing-Tianjin-Hebei cooperative development, this paper makes a thorough investigation from several angles, including the analysis of farmers' willingness to participate in the circulation, and the income effect of the circulation. Accordingly, the corresponding countermeasures and suggestions are put forward. This article is divided into the following parts. The first part, summarizes and summarizes the domestic and foreign research progress and the present situation, defines the rural land circulation connotation, and combs the farmland circulation basic theory. In the second part, the paper analyzes the decision-making behavior of farmers' participation in land circulation, and analyzes the factors that affect farmers' participation in land circulation in Hebei Province. This paper makes an empirical study on the change of household income after farmers' participation in circulation. The results show that the characteristics of head of household, household and village are the key factors that affect the decision-making of land transfer, and participation in land transfer, whether in or out of the land, is conducive to increase household income. The third part analyzes the current situation and problems of rural land circulation in Hebei Province, and excavates the deep reasons of these problems. Rural land circulation in Hebei Province has been accelerated in recent years, but the overall level of development is relatively low, there are a series of problems, such as the rural land circulation is not standardized, the farmers have low willingness to transfer, the circulation period is short, the farmers' interests are infringed, and the rural land circulation market is not perfect. The rural social security system is not perfect, the rural financial support is insufficient, and the level of economic development is low. On the basis of the above studies, This paper analyzes the impact of the coordinated development of Beijing, Tianjin and Hebei on the rural land circulation in Hebei Province from two aspects: the opportunities and challenges brought by the coordinated development of Beijing, Tianjin and Hebei to the rural land circulation in Hebei and the impact of the coordinated development of Beijing, Tianjin and Hebei on the decision-making of rural land transfer in Hebei Province. And put forward the relevant countermeasures and suggestions. The possible innovations of this paper include: the innovation of research perspective, the combination of Hebei Province rural land transfer and the cooperative development strategy of Beijing-Tianjin-Hebei; the innovation of research methods, the study of rural land circulation from the micro-decision-making of farmers.
