云南省农业循环经济发展评价

【摘要】：我国现代农业在得到进一步发展的同时,农业生态环境也遭遇了严重破坏。政府必须加快转变农业经济发展方式,实现农业可持续发展。循环经济的提出,为农业可持续的发展提供了具体方向,对改善农业生态环境,实现人与自然和谐发展具有重要意义。云南省具有丰富的自然资源,为发展农业循环经济提供了良好的基础,但同时也面临着许多问题。本文通过定量评价方法可以找出影响其发展的主要因素,有助于政府针对性地解决问题,实现云南农业更好更快发展,同时,填补了前人尚未研究的内容,一定程度上完善了云南省农业循环经济研究体系。本文系统阐述了农业循环经济的理论基础和内涵、指标体系的构建原则和思路,结合云南省特点,构建了评价指标基本框架,分为三个层次：目标层为农业循环经济发展综合水平,准则层分为经济发展水平、资源消耗水平、资源综合利用水平和资源环境安全水平四类指标,指标层在准则层基础上又细化为18个具体指标。在详细分析各种评价方法的优劣性基础上,本文建立了基于层次分析法和灰色关联度分析法的云南省农业循环经济发展评价模型,并采用定性和定量分析相结合的方法对云南省2003-2013年农业循环经济发展水平进行综合评价。模型结果表明：2003-2013年,云南省农业循环经济发展水平总体上呈现上升趋势,具体分为三个阶段：缓慢发展期、停滞发展期和快速发展期；阻碍云南农业循环经济发展的主要因素是资源消耗水平和资源环境安全水平。针对出现的主要问题,本文提出了促进云南农业循环经济建设的几点对策,包括促进节能减排,推广节能农业,合理利用资源,保护生态环境,推进农业科技进步等。
[Abstract]:With the further development of modern agriculture in China, the ecological environment of agriculture has also been seriously damaged. The government must speed up the transformation of agricultural economic development to achieve sustainable agricultural development. The proposal of circular economy provides a concrete direction for the sustainable development of agriculture, which is of great significance to improve the agricultural ecological environment and realize the harmonious development between man and nature. Yunnan Province is rich in natural resources, which provides a good foundation for the development of agricultural circular economy, but also faces many problems. In this paper, the main factors affecting the development of Yunnan agriculture can be found by quantitative evaluation method, which is helpful for the government to solve the problem and realize the better and faster development of Yunnan agriculture. At the same time, it fills up the content that has not been studied by the predecessors. To a certain extent, Yunnan Province has improved the research system of agricultural circular economy. This paper systematically expounds the theoretical basis and connotation of agricultural circular economy, the construction principles and ideas of the index system, and the basic framework of evaluation index combined with the characteristics of Yunnan Province. It is divided into three levels: the target level is the comprehensive level of agricultural circular economy development, the criterion level is the level of economic development, the level of resource consumption, the level of comprehensive utilization of resources and the level of safety of resources and environment. The index layer is further refined into 18 specific indicators on the basis of the criterion layer. On the basis of analyzing the merits and demerits of various evaluation methods in detail, the evaluation model of Yunnan agricultural circular economy development based on analytic hierarchy process (AHP) and grey correlation analysis is established in this paper. The development level of agricultural circular economy in Yunnan Province from 2003 to 2013 was evaluated by the method of qualitative and quantitative analysis. The results of the model show that the level of agricultural circular economy in Yunnan Province is on the whole rising from 2003 to 2013, which is divided into three stages: slow development period, stagnant development period and rapid development period; The main factors hindering the development of Yunnan agricultural circular economy are the level of resource consumption and the level of resource and environment security. In view of the main problems, this paper puts forward some countermeasures to promote the construction of agricultural circular economy in Yunnan, including promoting energy saving and emission reduction, popularizing energy-saving agriculture, rationally utilizing resources, protecting ecological environment, and promoting the progress of agricultural science and technology.
