浙江省绍兴市农业科技成果推广现状、问题及对策研究

【摘要】:面对农业现代化的新要求、国内农业科技成果转化率低下和国际农业竞争空前激烈的巨大挑战,提高科技成果转化率和应用效率,促进农业增效、农民增收、农村稳定,深入推进科技兴农,必须紧紧依靠科技创新和技术推广。具有生态、经济、社会三重效益的农业技术创新,是推动农业可持续发展最强有力的引擎,是提高我国农业抗风险能力、国际竞争力和可持续发展能力从而确保农业可持续发展和农业现代化顺利实现的关键。实践证明,农业科技推广是农业科技成果由潜在生产力转化为现实生产力的纽带,是农业科技研发与实际应用之间的桥梁,是科学技术服务于农业生产的重要环节,是科技创新推动经济发展的强有力杠杆。目前,我国农业成果推广技术支撑能力还较弱,农业科技对农业发展的贡献率仅为56%,农业科技成果转化率只有30%-40%,我国农业科技体制和农业科技推广机制还存在很大发展空间。如何让农业科技的创新和推广服务带动我国农村经济发展,更好地推动新常态下农业科技成果推广工作,仍是目前亟待解决的问题。浙江省绍兴市是中国农村经济最活跃的地区之一,本文以绍兴市农业科技成果推广实践为例,选取浙江绍兴具有代表性的农业科技推广单位——嵊州市金庭镇桃形李科普示范基地、诸暨市枫桥镇中国香榧森林公园、上虞区盖北镇葡萄园产业基地进行案例分析,由点到面深入剖析绍兴市农业科技成果推广运行的基本状况、主要问题和发展策略,找出障碍因素,并提出优化绍兴市农技推广模式的策略建议,以期为优化浙江省乃至全国农业科技成果推广提供参考价值,为解决“三农”问题、建设社会主义和谐社会、建设社会主义新农村产生现实推动作用。
[Abstract]:In the face of the new requirements of agricultural modernization, the transformation rate of agricultural scientific and technological achievements in China is low and the international agricultural competition is unprecedented and fierce, so as to improve the conversion rate and application efficiency of scientific and technological achievements, promote agricultural efficiency, increase farmers' income, and stabilize rural areas. To promote agriculture through science and technology, we must closely rely on scientific and technological innovation and technology promotion. Agricultural technological innovation with ecological, economic and social benefits is the most powerful engine to promote the sustainable development of agriculture. International competitiveness and sustainable development ability to ensure sustainable agricultural development and agricultural modernization is the key to the smooth realization. It has been proved that the extension of agricultural science and technology is the link between agricultural scientific and technological achievements from potential productive forces to real productive forces, the bridge between agricultural scientific and technological research and development and practical application, and the important link of science and technology serving agricultural production. Scientific and technological innovation is a powerful lever to promote economic development. At present, the technical support ability of agricultural achievements extension in China is still weak, the contribution rate of agricultural science and technology to agricultural development is only 56%, the conversion rate of agricultural scientific and technological achievements is only 30-40, and there is still great room for development of agricultural science and technology system and agricultural science and technology extension mechanism in China. How to make the innovation and extension service of agricultural science and technology to promote the development of rural economy and promote the popularization of agricultural scientific and technological achievements under the new normal is still a problem to be solved. Shaoxing City, Zhejiang Province, is one of the most active areas of rural economy in China. The typical agricultural science and technology extension unit in Shaoxing, Zhejiang Province, the demonstration base of peach shape and Li popular science and technology in Jinting Town, Shengzhou City, the Chinese Torreya grandis Forest Park in Fengqiao Town, Zhuji City, and the vineyard industry base in Gaibei Town in Shangyu District were selected for case study. The basic situation, main problems and development strategies of the extension and operation of agricultural scientific and technological achievements in Shaoxing are analyzed from point to surface, and the obstacles are found out, and some suggestions are put forward to optimize the extension mode of agricultural technology in Shaoxing. The aim is to provide reference value for optimizing the popularization of agricultural scientific and technological achievements in Zhejiang province and even the whole country, to solve the problem of "agriculture, rural areas and farmers", to build a harmonious socialist society and to build a new socialist countryside.
