鹤壁市农村人力资源开发利用战略研究

【摘要】:鹤壁市在“十三五”开始主要起草规划了,第十三个五年计划,对全市的经济技术发展提出了新的规划目标。其中五个主要目标中有城乡一体化发展走在前列,对于城乡化发展足够重视,能更进一步。本文就鹤壁市“十三五”期间对于农村的经济发展中的人力资源的培养需求,进行分析研究。“十三五”规划中提出构建现代农业新体系,对于农业经济的发展,离不开农村的优质的人力资源。鹤壁市作为河南省这一农业大省的一部分,对于农业的重视程度也是非常高的,农业经济的发展是整个城市发展的根本。本文就鹤壁市的农村人力资源的开发利用做了深入研究。根据中外学者对于人力资源的研究和分析,大致了解人力资源的概念以及范畴,并且以各学者对于农村人力资源的研究为基础,在这之上,提出自己对于人力资源以及农村人力资源概念的理解,人力资源的发展离不开经济发展和战略管理的范畴,在这两者的影响下,人力资源才得以平稳发展。对鹤壁市当前人力资源的现状进行分析,罗列表格数据,直观的看出鹤壁市农村人力资源的发展现状,从而察觉出,农村人力资源开发利用中所涉及的一些问题,例如:农村教育结构失衡、政府管理问题、资金的投入等问题,这些问题,制约着鹤壁市农村人力资源的开发利用,影响整体农业发展的走势,根据这些问题,分析一下问题所发生的的原因,这些原因有的出自于经济发展中必然的走势,有的是政府的管理问题,也有农民自身的问题,等等的原因,是农村人力资源开发利用途中出现的。本文应用SWOT分析矩阵,来研究农村人力资源开发利用的战略研究,将鹤壁市目前的优势、劣势、机会、威胁分析出来,为鹤壁市农村人力资源的开发利用提供一个发展依据。最后,本文就鹤壁市农村人力资源开发利用的问题,提出了一系列的建议和对策,为农村人力资源开发的发展提供一些文字建议。注重农村基础教育和成人职业教育,加大政府对于农村的扶持力度,对于农村的软硬件设施进行优化,保障农民向优质化高质量人力资源发展,促进农民的就业问题等等方面,对农村人力资源的开发利用进行优化帮助,因地制宜地制定不同的发展计划。
[Abstract]:Hebi City began to draw up the plan in the 13th Five-Year Plan, and the 13th Five-Year Plan put forward new planning goals for the economic and technological development of the city. Among the five main goals, urban-rural integration is in the forefront, and enough attention should be paid to the development of urban-rural development. This paper analyzes and studies the training needs of human resources in rural economic development during the 13th Five-Year Plan period of Hebi City. In the 13th Five-Year Plan, the construction of a new system of modern agriculture can not be separated from the high-quality human resources in rural areas for the development of agricultural economy. As a part of Henan Province, Hebi City attaches great importance to agriculture, and the development of agricultural economy is the foundation of the development of the whole city. This paper makes a deep study on the development and utilization of rural human resources in Hebi City. Based on the research and analysis of human resources by Chinese and foreign scholars, the concept and category of human resources are generally understood, and on the basis of the research on rural human resources by various scholars, The author puts forward his own understanding of the concept of human resources and rural human resources. The development of human resources can not be separated from the category of economic development and strategic management. Under the influence of these two factors, human resources can develop smoothly. This paper analyzes the current situation of human resources in Hebi City, lists the table data, and intuitively finds out the present situation of the development of human resources in rural areas of Hebi City, thus perceiving some problems involved in the development and utilization of rural human resources. For example: rural education structure imbalance, government management problems, capital investment and other issues, these problems, restricting the development and utilization of rural human resources in Hebi City, affecting the overall trend of agricultural development, according to these problems, Analyze the causes of the problems, some of which are due to the inevitable trend of economic development, some are the management problems of the government, and there are also the problems of the peasants themselves, and so on. Is the rural human resources development and utilization of the way to appear. This paper applies SWOT analysis matrix to study the development and utilization strategy of rural human resources, analyzes the current strengths, weaknesses, opportunities and threats of Hebi City, and provides a development basis for the development and utilization of rural human resources in Hebi City. Finally, this paper puts forward a series of suggestions and countermeasures on the development and utilization of rural human resources in Hebi City, which provides some written suggestions for the development of rural human resources. Pay attention to rural basic education and adult vocational education, increase government support for rural areas, optimize rural hardware and software facilities, ensure the development of high-quality human resources for farmers, and promote the employment of farmers, and so on. To optimize the development and utilization of rural human resources and formulate different development plans according to local conditions.
