民乐县农村土地流转现状、问题及对策研究

【摘要】：改革开放以来,我国经济发展空前加快,传统农业向现代农业转型,大量农村劳动力向第二、三产业转移,农村土地流转速度加快,逐步呈现规模经营趋势。农村土地流转问题已成为学者及各级政府关注的热点。做好农村土地流转工作也己成为实现农业规模经营、促进农业产业结构升级,发展现代农业的必然选择。近年来,农村土地流转成效显著,极大的推动了农村经济的发展,但流转过程中也出现了许多明显的问题。而目前学者们对农村土地的流转主要集中在中东部发达地区,对西部贫困地区的农村土地流转问题关注不足。基于此背景,本文选取甘肃省民乐县作为个案,对其农村土地流转问题进行研究。本文利用文献分析法,问卷调查法与访谈法等方法,通过回顾农村土地流转的发展历史,实地调查民乐县农村土地流转现状及做法,分析了民乐县农村土地流转存在流转形式多样化、去向多元化、价格随意性大、流转方式缺乏有序组织且稳定性不强的特点。在此基础上,阐述了当前民乐县农村土地流转存在的问题:土地流转不足、流转行为不规范、流转市场体系不完善、流转纠纷不同程度存在等。同时,针对以上问题,提出了加大政策法规宣传力度、出台优惠政策、完善运行机制和农村社会保障体系、建立农村剩余劳动力就业机制等的对策和建议,为民乐县农村土地流转提供理论依据。
[Abstract]:Since the reform and opening up, the economic development of our country has been speeding up, the traditional agriculture has been transformed to the modern agriculture, a large number of rural labor force has been transferred to the second and third industries, the speed of the rural land circulation has been quickened, and the scale management trend has been gradually presented. Rural land circulation has become a hot spot for scholars and governments at all levels. It has become an inevitable choice to realize agricultural scale management, promote the upgrading of agricultural industrial structure and develop modern agriculture. In recent years, the rural land circulation has achieved remarkable results, which has greatly promoted the development of rural economy, but there are many obvious problems in the process of circulation. At present, scholars mainly focus on the rural land circulation in the central and eastern developed areas, and pay less attention to the rural land circulation in the western poor areas. Based on this background, this paper selects Minle County of Gansu Province as a case study on the rural land circulation. Through reviewing the development history of rural land circulation, this paper investigates the present situation and practice of rural land circulation in Minle County by using the methods of literature analysis, questionnaire investigation and interview. The paper analyzes the characteristics of the rural land circulation in Minle County, such as diversification of circulation forms, diversification to diversification, large price randomness, lack of orderly organization and weak stability of circulation mode. On this basis, this paper expounds the problems existing in the current rural land circulation in Minle County: insufficient land circulation, non-standard circulation behavior, imperfect circulation market system, existence of different degrees of circulation disputes, and so on. At the same time, in view of the above problems, this paper puts forward some countermeasures and suggestions, such as increasing the publicity of policies and regulations, introducing preferential policies, perfecting the operation mechanism and rural social security system, establishing the employment mechanism of rural surplus labor force, and so on. It provides theoretical basis for rural land circulation in Minle County.
