基于社区居民视角的湖南武陵山片区乡村旅游开发管理模式研究

【摘要】：乡村旅游作为第一产业与第三产业结合而成的新型产业,拓宽了农民的收入渠道,吸收了大量的劳动力,提高了农业附加值,促进了传统农业向现代化农业的转变。乡村旅游在我国已经形成初步的规模,2016年中国乡村旅游实现旅客13.6亿人次;逐步实现了乡村旅游从小旅游到大旅游的发展。从成熟度上分析居全国首位的是浙江省,其次是陕西省,第三是四川省。而湖南特别是湖南武陵山片区的乡村旅游还处在初级阶段,在发展乡村旅游上还面临着诸多问题需要解决。例如,社区居民参与程度低、利益分配不公、经营者间恶性竞争等负面问题。随着国家对旅游业“十三五”出台,和“乡村旅游扶贫工程”的推出,国家和人民都对湖南武陵山片区乡村旅游的发展寄予厚望。本文对政府主导型、外来企业投资主导型、社区集体主导型、居民个体主导模式进行案例分析,并对湖南武陵山片区乡村旅游开发管理模式总体特征进行总结;对湖南武陵山片区四种乡村旅游开发管理模式中社区居民分别进行问卷调查研究。通过对四种模式中社区居民的利益诉求进行分析和对比,提出湖南武陵山片区乡村旅游开发管理模式存在的问题,总结为基础设施不完善,“公地悲剧”现象严重,社区居民参与乡村旅游开发的知情权、决策权得不到保障;在政府主导和外来企业投资主导的开发管理模式中存在利益分配不均匀,社区居民参与热情低等问题;在社区集体主导型和居民个体主导型开发管理模式中,主要存在基础设施不完善和居民之间的恶性竞争问题。最后以乡村旅游中社区居民利益诉求的角度对湖南武陵山片区乡村旅游开发管理模式提出策略优化。
[Abstract]:As a new type of industry, rural tourism, which combines the primary industry and the third industry, broadens the income channels of farmers, absorbs a great deal of labor force, improves the added value of agriculture, and promotes the transformation from traditional agriculture to modern agriculture. Rural tourism has formed a preliminary scale in China. In 2016, rural tourism in China realized 1.36 billion tourists, and gradually realized the development of rural tourism from small to large. Zhejiang Province ranks first in terms of maturity, followed by Shaanxi Province and Sichuan Province. However, the rural tourism in Hunan, especially in the Wuling Mountain area, is still in the primary stage, and there are still many problems to be solved in the development of rural tourism. For example, low participation of community residents, unfair distribution of benefits, vicious competition among operators and other negative issues. With the introduction of the 13th Five-Year Plan of Tourism and the launch of "Rural Tourism Poverty Alleviation Project", the country and the people have high hopes for the development of rural tourism in the Wuling Mountain region of Hunan Province. This paper makes a case study of the government leading, foreign enterprise investment leading, community collective leading and resident individual leading mode, and summarizes the overall characteristics of the rural tourism development and management model in Wulingshan area of Hunan Province. A questionnaire survey of community residents in four rural tourism development and management models in Wuling Mountain, Hunan Province was carried out. By analyzing and comparing the interest demands of the community residents in the four models, the paper points out the problems existing in the rural tourism development and management mode in Wuling Mountain, Hunan Province. The conclusion is that the infrastructure is not perfect and the phenomenon of "tragedy of the common land" is serious. The right of community residents to know about the development of rural tourism is not guaranteed, the right of decision-making is not guaranteed, the distribution of benefits is uneven and the enthusiasm of community residents is low in the development and management mode led by government and foreign enterprises. In the development and management mode of community collective leading and resident individual leading, there are mainly the problems of imperfect infrastructure and vicious competition among residents. Finally, from the perspective of the interests of community residents in rural tourism, the development and management mode of rural tourism in Wuling Mountain area of Hunan Province is optimized.
