平湖市粮食干燥机械化技术的推广现状与管理对策研究

【摘要】:水稻是平湖市主要种植作物,现有标准农田32.3万亩,常年水稻种植面积为34.5万亩,大小麦种植面积为16.11万亩,粮食年总产量达24.1万吨(其中水稻19.2万吨,大小麦4.9万吨),粮食生产面积、单产、总产列全省前列。然而,春粮收获季节,受梅雨影响;夏收受夏涝和台风困扰;秋收常常伴随阴雨连绵,往往造成粮食变质、发芽、霉烂,使农业丰产不丰收。为了有效改变上述局面,在政府政策出台、土地流转及规模化经营、合作社组建及壮大、灾害性气候频繁等综合因素下,开展粮食干燥机械化技术推广是一项具有特殊意义的工作,必将在社会主义新农村建设中发挥巨大的作用。因此,结合平湖市水稻生产实际,针对粮食干燥机械化技术推广过程中存在的问题,从宏观上研究探讨平湖市粮食干燥机械化技术推广思路及对策具有重要的深远意义,确保粮食生产持续稳定发展,实现农业增产、农民增收。通过调研,发现近年来平湖市粮食干燥机械化技术发展中存在经济效益不明显、土地经营规模化程度低、经营场地落实困难、规模化水平还不高、经营主体难于落实、土地流转承包期与面积的不稳定性、天气变化的不确定因素等问题。针对以上几个方面的问题提出了相应的对策:即实行加大政策扶持力度、推进土地规模经营、培育粮食干燥主体建设、开展宣传示范推广、完善设施农用地管理、增设干燥作业补贴、合理布局强化机制创新、加强推广强化技术服务、延伸产业链及建立农机优惠金融支持机制。本文主要由六部分组成。第一部分,主要说明了选题的背景、目的和意义,简述了当前国内外粮食干燥机械化技术的推广动态,明确了研究思路,确定了研究方法,说明了本文可能创新之处。第二部分,介绍了粮食干燥机械化技术的相关基础理论,包括粮食干燥机主要机型、粮食干燥技术规程、粮食干燥安全作业事项及管理制度,为继续研究奠定了坚实的理论基础。第三部分,全面介绍了平湖市粮食生产概况、农机发展概况、政策优势、粮食干燥机械化技术发展现状、粮食干燥机械应用现状、粮食干燥机械化的投资及需求分析及粮食干燥机械化技术推广发展趋势。第四部分,以平湖市粮食干燥机械化技术的推广过程为背景,以相关理论为依据,以推广先进技术为核心,在分析问题的基础上阐述了粮食干燥机械化技术的推广过程存在的问题。第五部分,综合调研实际,指出了推广粮食干燥机械化技术的基本思路,提出了具有可操作性的对策建议。第六部分,总结并简述了本文研究取得的成果。
[Abstract]:Rice is the main planting crop in Pinghu city. There are 323000 mu of standard farmland, 345000 mu of perennial rice, 161100 mu of big wheat and 241000 tons of grain (192000 tons of rice). Big wheat 49000 tons, grain production area, unit yield, total production listed in the forefront of the province. However, spring grain harvest season is affected by plum rain; summer receives summer floods and typhoons; autumn harvest is often accompanied by continuous rain, often resulting in grain deterioration, germination, mildew, so that agriculture does not have a good harvest. In order to effectively change the above situation, under the combined factors of government policy, land circulation and large-scale operation, cooperative formation and expansion, frequent disastrous climate, etc. The popularization of grain drying mechanization is a work of special significance and will play a great role in the construction of new socialist countryside. Therefore, according to the actual situation of rice production in Pinghu and the problems existing in the popularization of grain drying mechanization technology, it is of great significance to study and discuss the popularizing ideas and countermeasures of grain drying mechanization technology in Pinghu City from a macro perspective. To ensure the sustained and stable development of grain production, achieve agricultural production and increase farmers' income. Through investigation and investigation, it is found that in recent years, in the development of grain drying mechanization technology in Pinghu City, the economic benefits are not obvious, the scale of land management is low, the operation site is difficult to implement, the scale level is not high, and the main body of management is difficult to carry out. The instability of land transfer contract period and area, the uncertain factors of weather change and so on. In view of the above problems, the corresponding countermeasures are put forward: increasing the policy support, promoting the land scale management, cultivating the main body construction of grain drying, carrying out propaganda and demonstration promotion, perfecting the management of the facility agricultural land, We should add the drying subsidy, strengthen the mechanism innovation of rational distribution, strengthen the popularization and strengthen the technical service, extend the industrial chain and establish the preferential financial support mechanism of agricultural machinery. This paper consists of six parts. The first part mainly explains the background, purpose and significance of the topic, briefly describes the current situation of grain drying mechanization technology at home and abroad, defines the research ideas, determines the research method, and explains the possible innovation of this paper. The second part introduces the basic theory of grain drying mechanization technology, including the main models of grain drying machine, the technical specification of grain drying, the safe operation of grain drying and the management system. It lays a solid theoretical foundation for further research. In the third part, the general situation of grain production, the development of agricultural machinery, the advantages of policy, the development status of grain drying mechanization and the application of grain drying machinery in Pinghu City are introduced. Investment and demand analysis of grain drying mechanization and development trend of grain drying mechanization technology. The fourth part, taking the popularizing process of grain drying mechanization technology in Pinghu city as the background, taking the relevant theory as the basis and popularizing the advanced technology as the core, Based on the analysis of the problems, the problems existing in the spreading process of grain drying mechanization technology are expounded. In the fifth part, the basic idea of popularizing grain drying mechanization technology is pointed out, and some operable countermeasures and suggestions are put forward. The sixth part summarizes and summarizes the achievements of this paper.
