农村教育精准扶贫问题研究

【摘要】:贫困是制约经济社会发展的大问题。自上世纪八十年代,我国通过制度扶贫、大面积开发性扶贫、八七攻坚扶贫等战略,于2000年在全国范围内基本解决了国民温饱问题,并初步进入了小康社会。然而直至目前,在广大农村地区仍有部分居民处于贫困状态。2013年习近平总书记首次提出“精准扶贫”的重要思想,争取到建党一百年,即2020年我国全面建成小康社会。为此,“十三五”规划把“精准扶贫”作为一项重要的战略任务,各地也都在积极开展农村精准扶贫工作。本文认为,目前的“精准扶贫”工作不能仅限于临时“输血”,还得靠长期“造血”,即通过教育精准扶贫来彻底解决农村贫困问题。本文通过社会调查等方式,对当前我国农村贫困地区的现状,进行深入的教育精准扶贫分析,从教育精准扶贫的理论基础、农村教育扶贫的发展进程、当前农村精准教育扶贫存在的问题及对农村教育精准扶贫的政策建议几个方面进行了系统的分析、阐述,认为目前我国农村贫困地区的教育资源、硬件设施均和非贫困地区存在一定差距。所以,要想从根本上实现精准扶贫目标,必须首先改变农村贫困地区的教育基础设施、组建优质的师资团队,加大对农村基础教育的资源投入;其次是普及义务教育、创办职业培训、促进高校教育、培养各类人才、初步解决教育方面的贫困;最后是依靠教育扶贫,提升农村贫困人口的文化素养,使其具备就业、创业的基本技能,提升其劳动价值含量,在改变自身及家庭贫苦面貌的基础上再带动农村贫困地区脱贫致富,这也是教育扶贫真正的内涵意义和价值突显。教育精准扶贫是面对新时期社会发展环境下解决农村贫困问题的有效措施,但教育精准扶贫的发展也是一场持久的硬仗。本文从教育精准扶贫的概念、农村教育扶贫的体制机制、农村教育扶贫的路径及实施后的成效,进行了系统的分析,以期为教育精准扶贫的有效开展提供参考。
[Abstract]:Poverty is a major problem restricting economic and social development. Since the eighties of the last century, our country has basically solved the problem of food and clothing in the whole country in 2000 through the strategies of helping the poor by system, helping the poor by development in a large area, attacking the key points in the 1987, and has entered into a well-off society. However, up to now, there are still some residents in the rural areas in the state of poverty. In 2013, General Secretary Xi Jinping put forward the important idea of "precision poverty alleviation" for the first time in order to establish the Party for a hundred years, that is to say, to build a well-off society in an all-round way in 2020. This paper holds that the present work of "precision poverty alleviation" should not only be limited to temporary "blood transfusion", but also rely on long-term "hematopoiesis", that is, to solve the problem of rural poverty thoroughly through education. By means of social investigation and other methods, this paper analyzes the current situation of poverty alleviation in rural areas of our country, and makes an in-depth analysis of precise poverty alleviation through education. From the theoretical basis of poverty alleviation through education, the development process of poverty alleviation in rural education is discussed. In this paper, the problems existing in the poverty alleviation of rural precision education and the policy suggestions on the precision poverty alleviation in rural education are systematically analyzed and elaborated, and the educational resources in the poor rural areas of our country are pointed out. There is a certain gap between hardware facilities and non-poverty areas. Therefore, in order to fundamentally achieve the goal of precision poverty alleviation, we must first change the educational infrastructure in poor rural areas, set up a high-quality teaching team, and increase the investment of resources in rural basic education; secondly, we must popularize compulsory education. To establish vocational training, promote higher education, train all kinds of talents, and initially solve the poverty in education; finally, rely on education to alleviate poverty, enhance the cultural literacy of the poor in rural areas, and equip them with the basic skills of employment and entrepreneurship. It is also the true meaning and value of education poverty alleviation to improve its labor value content and promote rural poor areas to get rid of poverty and become rich on the basis of changing themselves and family poverty. Precision education poverty alleviation is an effective measure to solve the rural poverty problem in the new period of social development environment, but the development of education precision poverty alleviation is also a long and hard battle. This paper makes a systematic analysis of the concept of precision poverty alleviation in education, the institutional mechanism of poverty alleviation in rural education, the path of poverty alleviation in rural education and the results after its implementation, in order to provide a reference for the effective development of poverty alleviation through education.
