公共支出政策减贫研究新进展与动态分析

【摘要】：公共支出政策减贫研究领域相关文献主要集中在对公共支出作用于贫困的机制机理、公共支出减贫干预、公共支出政策减贫效应、公共支出受益归宿等问题的研究。通过对该领域文献的研究梳理发现,近几年来对公共支出政策减贫进行空间经济分析成为该领域研究的最新动态。具体宏观经济政策应和特定区域空间相联系,没有空间要素的宏观经济政策是不存在的,公共支出政策减贫低效和失效的一个重要原因就是忽略了空间要素的分析。基于此,提出于公共支出政策减贫研究中导入空间概念,诠释公共支出政策减贫的空间作用机制,对公共支出政策减贫进行空间甄别与检验,通过要素的空间流动纠正要素空间上的错误配置,有利于实现经济空间优化,获得动态减贫收益。
[Abstract]:The related literatures in the field of public expenditure policy poverty reduction mainly focus on the mechanism of public expenditure acting on poverty, public expenditure poverty reduction intervention, public expenditure policy poverty reduction effect, public expenditure benefit fate and so on. Through the research on the literature in this field, it is found that the spatial economic analysis of poverty reduction of public expenditure policy has become the latest research trend in this field in recent years. The specific macroeconomic policy should be related to the space of a specific region. The macroeconomic policy without spatial elements does not exist. One of the important reasons for the inefficiency and invalidation of poverty reduction in public expenditure policy is to ignore the analysis of spatial elements. Based on this, this paper proposes to introduce the concept of space into the study of poverty reduction of public expenditure policy, explain the spatial mechanism of poverty reduction of public expenditure policy, and carry out spatial screening and testing of poverty reduction of public expenditure policy. Through the spatial flow of elements to correct the spatial misallocation of elements, it is beneficial to realize the optimization of economic space and to obtain the dynamic poverty reduction income.
