以宅基地有偿退出改革助推易地扶贫——四川省泸县“嘉明模式”分析

【摘要】："嘉明模式"的核心要义是将宅基地有偿退出改革和易地扶贫相结合,探索出了一种对特殊贫困人口精准脱贫的新路子,具有一定借鉴与推广意义。其精准脱贫的机理可概括为:宅基地价值得以显化,以土地发展权换取资金,构建产业扶贫长效机制,实行农村与城镇"双保障"。但这一模式也有一定局限性,具体表现为:指标流转范围受限,资金压力较大;制度设计欠合理,群众参与度较低。进一步优化完善"嘉明模式",一是把宅基地有偿退出看作自然的历史过程,二是探索建设用地指标市场化交易机制,三是完善宅基地有偿退出的收益分配机制。
[Abstract]:The key point of "Jiaming Model" is to combine the reform of homestead paid withdrawal with the help of poverty by changing land, and to explore a new way to get rid of poverty accurately for the special poor population, which has certain reference and popularization significance. The mechanism of its precise poverty relief can be summarized as follows: the value of homestead can be manifested, land development right can be exchanged for funds, the long-term mechanism of industry poverty alleviation can be constructed, and the "double guarantee" between rural and urban areas can be implemented. However, this model also has some limitations, such as limited scope of index circulation, large pressure of capital, unreasonable design of system and low participation of the masses. Further optimization and improvement of "Jiaming mode", one is to take the paid withdrawal of homestead as a natural historical process, the other is to explore the market-oriented trading mechanism of construction land indicators, and the third is to perfect the income distribution mechanism of homestead paid withdrawal.
