我国当前农村土地流转的财产性收入效应研究

【摘要】：通过研究农村土地的流转对农民有关财产性方面收入的影响，以提高农民财产性收入的目标为出发点及落脚点，发现土地流转在农村实际操作中对财产性的收入效应的影响至关重要，充分运用所学知识，通过搜集大量文献进行理论准备，并与政府相关管理部门工作人员、学者和有一定文化程度的农民，进行实地访谈，理论结合实际，以农村土地流转政策的实施为切入点，找到解决这些问题的方法，通过农村土地流转政策的转变实施来切实提高农民的生活水平。在土地流转的过程中，由于受多种因素的制约，土地流转难度系数较大，根据我国经济和社会发展的实际情况，制定相关政策使土地流转健康有序、合法地进行并充分听取农民的意见，急农民所急，解农民所忧，最终实现三农现代化。将土地的流转改革深入进广大群众中去，使广大的群众能够切实享受流转出的土地带来的财产性收入的增加。我国对土地流转政策进行积极的探索并作出调整与改革，随着土地流转政策的推进，土地规模化、集约化生产经营的发展，逐步实现土地资源利益最大化。本文从研究问题的提出、问题的分析到研究目标与内容的确立，，都是以物权平等原则、马克思地租理论和城乡经济发展一体化等理论和原则为基础的，尽可能详尽的论说我国农村在土地流转方面相关的理论根据及现实意义。通过叙述城镇化建设、农民增收、农村稳定等方面对土地的需求，突出土地流转的重要意义，流转土地达到规模经营的同时，不可避免的让一部分农民失去土地的经营权，城镇的发展为农村富余劳动力提供了就业机会，这部分转移到城市的农民有了新身份，政府应加大力度保障这部分农民能够顺利的融入到城市；还有一部分农民会选择在农村，也要保障其能够安居乐业，在充分尊重土地流转规律的基础上维护农民利益。通过对国内及国外农村土地流转的财产性收入现状的对比与剖释，归纳概括了国外如何通过土地的流转提高农民的财产性收入；阐明了我国的土地流转方面在农村财产性收入正的和负的效应，若想实现财产性收入的增加达到提高农民总收入的目标，必须要加快土地流转的速度，盘活土地的使用权，才能够实现农民财产性收入的增加，得出我国农村土地流转的财产性收入负效应的原因是农民对土地的保障功能的依赖，农村土地产权制度的严重缺位，土地流转后农民的生计问题等方面。最后，为了扭转土地流转的困局，积极调整农村的经济结构，充分挖掘土地资源的经济利益，最大限度的调动农民的积极性和创造性开发土地的流转模式，多渠道的增加农民的财产性收入，从思想上认识农村土地作为资本流转的必要，并提出农村土地流转的财产性收入效应相对卓有成效的政策建议，更好低规范土地流转的制度，从而使农民在土地流转中有更强的热情。
[Abstract]:By studying the impact of the circulation of rural land on the farmers' income in relation to property, and taking the goal of raising the peasants' property income as the starting point and the end point, It is found that the influence of land circulation on the income effect of property is very important in the actual operation of rural areas. We can make full use of the knowledge learned, collect a large amount of literature for theoretical preparation, and work with the staff of the relevant administrative departments of the government. Scholars and farmers with a certain degree of education, conducting field interviews, combining theory with practice, taking the implementation of rural land transfer policy as the starting point, find ways to solve these problems. Through the transformation of rural land transfer policy implementation to improve the living standards of farmers. In the process of land circulation, because of the restriction of many factors, the difficulty coefficient of land circulation is great. According to the actual situation of our country's economic and social development, we make relevant policies to make the land circulation healthy and orderly. Legally and fully listen to the opinions of farmers, urgent for farmers, solve farmers' worries, and finally realize the modernization of agriculture, rural areas and farmers. The reform of land circulation goes deep into the masses so that the masses can really enjoy the increase of property income brought about by the circulation of land. Our country carries on the active exploration to the land circulation policy and makes the adjustment and the reform, along with the land circulation policy advancement, the land large-scale, the intensive production management development, realizes the land resources benefit maximization step by step. This paper is based on the principle of equality of real right, Marx's land rent theory and the integration of urban and rural economic development, from the putting forward of the research problem, the analysis of the problem to the establishment of the research goal and the content. As detailed as possible, the theoretical basis and practical significance of rural land circulation in China. By describing the demand for land in the aspects of urbanization construction, farmers' income increase and rural stability, the importance of land circulation is highlighted. While the circulation of land reaches the scale of operation, it is inevitable that some farmers will lose their land management rights. The development of cities and towns provides employment opportunities for the rural surplus labor force, and this part of the peasants who have been transferred to the city has a new identity, the government should strengthen efforts to ensure that this part of farmers can be smoothly integrated into the city; Some farmers will choose to live and work in rural areas, and maintain their interests on the basis of fully respecting the law of land circulation. By comparing and explaining the present situation of the property income of the rural land circulation at home and abroad, this paper summarizes how to improve the peasants' property income through the circulation of the land abroad. This paper expounds the positive and negative effects of land circulation on rural property income in China. If we want to achieve the goal of raising farmers' income by increasing property income, we must speed up the transfer of land and activate the right to use land. In order to realize the increase of peasants' property income, it is concluded that the negative effect of the property income of rural land circulation in our country is due to the farmers' dependence on the land security function and the serious absence of the rural land property right system.
