郫县中平村新型农村社区社会化治理案例研究

【摘要】：改革开放是中国经济发展进步的关键助力,从1978年开始,中国的城市慢慢壮大,农村也发生了翻天覆地的改变。城市化推动城镇化的发展,形成了一个新的体态“城乡统筹,城乡一体”,即城乡结合,新的城镇慢慢增多。在新城镇建设的过程中,新农村建设成为了当地政府达成城镇化目标的一个着重点。但是,在农村,要打造新的社区,不只是简单地建设那么简单,建设和治理要两手硬,两项一起抓。治理对于新社区的管控来说至关重要,不但会对社区管控的成本、效率等产生影响,甚至能直接影响社区的健康前进步伐。所以,在建设新农村社区时也要关注治理方法。文化建设、社会化服务体系搭建、吸引更多主体加入治理都是重中之重,只有做到上述内容,才能治理好社区,才能给农民带来一个健康满意完美的社区。由于郫县中平村新型农村社区解决了众多社区在治理中遇到的“治理经费如何保障?”和“新社区凝聚力如何聚集?”这两大突出问题,本文在社区管理和农村社区治理的相关理论基础上,选取郫县新型农村社区治理的先进案例进行研究,首先,针对成都市、郫县新型农村社区的发展进程,概述所选的郫县中平村新型农村社区社会化治理案例的基本情况,重点从多元主体共治、公共服务社会化、文化建设三方面描述了中平村新型农村社区社会化治理的基本情况和治理效果。接着阐述我国新型农村社区治理演进历程及困惑,分析中平村新型农村社区社会化治理的案例价值。然后分别对“多元主体共同参与社区治理、公共服务社会化、文化建设”三个关键因素进行深入分析;最后,总结由所选案例得出的启示,郫县中平村新型农村社区实践的社区社会化治理模式通过多元主体共同参与社区治理、公共服务社会化、重视社区文化建设三大途径,解决了目前众多类似的新型农村社区在治理中存在的“钱”和“凝聚力”的问题。为解决目前新型农村社区在治理中存在的突出问题,倡导国内众多新型农村社区要构建多元主体共同参与的社区治理体系、大力推进社区公共服务社会化、加强社区文化建设,才能实现新型农村社区自我造血功能,确保社区健康、有序运行。
[Abstract]:China's reform and opening up is the key to the development and progress of China's economy. Since 1978, China's cities have gradually grown and rural areas have also undergone earth-shaking changes. Urbanization promotes the development of urbanization, forming a new body "urban and rural planning, urban and rural integration", that is, the combination of urban and rural areas, new cities and towns gradually increase. In the process of the construction of new towns, the construction of new countryside has become a focal point for local government to achieve the goal of urbanization. However, in rural areas, to build new communities, not only simply build so simple, construction and governance must be hard-handed, two together. Governance is very important to the management of new community. It will not only affect the cost and efficiency of community control, but also directly affect the healthy progress of the community. Therefore, in the construction of new rural communities should also pay attention to governance methods. Cultural construction, socialized service system construction, attracting more subjects to join the governance are the top priority. Only by doing the above content, can we manage the community well and bring a healthy and satisfactory community to the farmers. Because Pixian Zhongping village new-type rural community has solved many communities in the governance encountered in the "how to ensure governance funds?" And "how does the cohesion of the new community gather?" On the basis of the relevant theories of community management and rural community governance, this paper selects the advanced case study of Pixian new rural community governance. Firstly, aiming at the development process of the new rural community in Chengdu and Pixian, this paper focuses on the development process of the new rural community in Pixian County, based on the theory of community management and rural community governance. This paper summarizes the basic situation of the selected cases of socialized governance of new rural communities in Zhongping Village of Pixian County, focusing on the co-governance of multiple subjects and the socialization of public services. Three aspects of cultural construction describe the basic situation and effect of socialized governance of new rural communities in Zhongping village. Then it expounds the evolution and confusion of the new rural community governance in our country, and analyzes the case value of the socialized governance of the new rural community in Zhongping village. Then the three key factors of community governance, socialization of public service and cultural construction are analyzed in-depth by analyzing three key factors, namely, multi-subject participation in community governance, public service socialization and cultural construction. Finally, summed up the inspiration from the selected cases, Pixian Zhongping Village new rural community practice of community socialization governance model through the participation of multiple subjects in community governance, public service socialization, attach importance to the construction of community culture. It solves the problems of "money" and "cohesion" existing in the governance of many similar new rural communities. In order to solve the outstanding problems existing in the governance of new-type rural communities at present, it is advocated that many new-type rural communities in our country should construct the community governance system with the participation of multiple subjects, vigorously promote the socialization of community public services, and strengthen the construction of community culture. Can realize the new rural community self-hematopoiesis function, ensure community health, orderly operation.
