湖南茶陵县农业科技推广队伍建设研究

【摘要】：强化农业科技推广队伍建设可以更好地推进农业科技推广工作的实施。茶陵县农业科技推广工作是茶陵县农业现代化的重点内容,这些年来,茶陵县进行农业科技推广队伍建设也做出了不少努力。但是通过实证研究发现,茶陵县农业科技推广队伍中仍然存在人员数量不足,年龄结构偏大,性别结构比较单一的现象；而且学历层次不高,所掌握的科技知识和技术比较单一,高技术专业人员偏少；有些乡镇还存在农业科技推广人员分布不合理的现象。归纳总结出的农业科技推广队伍建设问题有：推广队伍结构不合理,综合素质偏低；农业科技推广队伍缺乏良好的发展环境；推广手段落后,硬件设施设备不齐全；基层推广人员精力分散,村级功能比较欠缺；乡镇农技站之间联系较少,交流不够,难以做到经验互补,取长补短。为了改善茶陵县农业科技推广队伍建设中存在的问题,本文提出了几个针对性的可行对策和建议：优化推广队伍结构,提高综合素质；改善推广人员发展环境；创新推广手段,加强农业科技推广基础设施建设；优化农业科技推广体系建设,弥补村级功能的欠缺；加强乡镇农技站建设,定期组织经验交流例会,建设一支高效精干的农业科技推广队伍。
[Abstract]:Strengthening the construction of agricultural science and technology extension team can better promote the implementation of agricultural science and technology extension. Agricultural science and technology extension in Chaling County is the key content of agricultural modernization in Chaling County. In recent years, Chaling County has also made a lot of efforts to build agricultural science and technology extension team. However, through the empirical study, it is found that there are still insufficient personnel, large age structure and single gender structure in the agricultural science and technology extension team in Chaling County. Moreover, the educational level is not high, the scientific and technological knowledge and technology are relatively single, the high-tech professionals are relatively few, and some villages and towns still have the phenomenon of unreasonable distribution of agricultural science and technology extension personnel. The construction problems of agricultural science and technology extension team are summarized as follows: the structure of agricultural science and technology extension team is unreasonable, the comprehensive quality is on the low side, the agricultural science and technology extension team lacks a good development environment, the extension means are backward, the hardware facilities are not complete, and the agricultural science and technology extension team is lack of good development environment. Extension staff at the grass-roots level are scattered and lack of functions at the village level. There are few contacts and exchanges between township agricultural technology stations. It is difficult to complement each other's experience and learn from each other. In order to improve the problems existing in the construction of agricultural science and technology extension team in Chaling County, this paper puts forward several feasible countermeasures and suggestions: optimizing the structure of extension team, improving the comprehensive quality, improving the development environment of extension personnel, and improving the development environment of extension staff. Innovate the means of extension, strengthen the infrastructure construction of agricultural science and technology extension, optimize the construction of agricultural science and technology extension system, and make up for the lack of village function. Strengthen the construction of township agricultural technology stations, organize regular experience exchange meetings regularly, and build an efficient and capable team of agricultural science and technology extension.
