河南省农业合作经济组织成长障碍及对策研究

【摘要】：河南省作为中国的农业大省,只有农业经济提高了,其整体的经济水平才能得到大幅度的提高。如今农业合作经济组织已经成为目前发展农业经济的支柱产业。研究农业合作经济组织成长机制是在贯彻党的十八大精神的基础上,按照其推行的农村经营体制改革,发展推广其蕴藏的巨大的潜力,在农业合作经济资本增加、利润分配、投资资本、生产技术、管理方法等方面的基础上,推行其所独特具有的属性,帮助广大农户增加收入,从根本上解决当前全省农村普遍存在的农业生产难题。主要是为了制定一个清晰的完善的科学的农业合作经济组织布局,来更好的解决“三农问题”。本文运用案例分析法以河南省为对象,回顾河南省农业合作经济组织发展,找出其发展中的系列成长障碍问题,并且提出了相应的解决对策。又用比较分析法将河南省各地区农业合作经济组织数量、规模、发展进行分析,也是对整个河南省的农业合作经济组织做一个回顾分析,从建国以前的初始阶段到形成发展阶段,以及“人民公社”和快速发展阶段,到最后的经济体制改革阶段都做出了分析,运用图表对河南省各地区产业分布百分比、产业组织数量及出资总额进行分析。对存在的多方面阻碍其发展壮大的现实问题做一个梳理和总结。对外部障碍中的利益分配机制障碍、决策监管机制障碍、“人才问题”、产权立法障碍、信贷支持不足,内部障碍中的内部管理障碍、章程制度缺失、缺乏民主管理、自我发展障碍,还有政府部门支持不够等问题。最后制定出解决对策,来保障其健康稳定快速发展。政府部门应该将农业合作经济组织定为发展农业经济的重点对象,把有关农业合作经济组织的项目进行重点推广,为其争取专项资金,解决资金方面问题。共同发展河南省的农业合作经济组织,提高河南省整体的经济水平。
[Abstract]:Henan Province, as a major agricultural province in China, can be greatly improved only if the agricultural economy is improved. Nowadays, agricultural cooperative economic organizations have become the pillar industries for the development of agricultural economy. The study of the growth mechanism of agricultural cooperative economic organizations is based on the implementation of the spirit of the 18th National Congress of the Communist Party of China, in accordance with its rural management system reform, the development and promotion of its great potential, in the agricultural cooperative economy capital increase, profit distribution, On the basis of investment capital, production technology, management methods and so on, the unique attributes of investment capital, production technology and management methods are carried out to help farmers increase their income and fundamentally solve the common agricultural production problems in rural areas of the whole province. The main purpose is to formulate a clear and perfect layout of agricultural cooperative economic organization to better solve the problems of agriculture, rural areas and farmers. This paper takes Henan Province as the object of case analysis, reviews the development of agricultural cooperative economic organization in Henan Province, finds out a series of obstacles to growth in its development, and puts forward some corresponding countermeasures. This paper also analyzes the number, scale and development of agricultural cooperative economic organizations in various regions of Henan Province by means of comparative analysis, and also makes a retrospective analysis of the agricultural cooperative economic organizations of Henan Province as a whole. From the initial stage before the founding of the people's Republic of China to the stage of formation and development, as well as the stage of "people's commune" and rapid development, to the final stage of economic system reform, this paper makes an analysis of the percentage of industrial distribution in various regions of Henan Province by using charts and graphs. The quantity of industrial organization and the total amount of capital contribution are analyzed. This paper combs and summarizes the practical problems that hinder its development and growth in many aspects. For the external obstacles, such as the obstacles to the distribution of interests, the obstacles to decision-making and supervision, the "talent problem", the obstacles to property right legislation, the lack of credit support, the internal management obstacles in the internal obstacles, the lack of charter system, and the lack of democratic management, Obstacles to self-development, as well as inadequate government support and so on. Finally, the solution is worked out to ensure its healthy, stable and rapid development. Government departments should make agricultural cooperative economic organizations the key object of developing agricultural economy, popularize the projects of agricultural cooperative economic organizations, strive for special funds for them, and solve the problems of funds. We will jointly develop agricultural cooperative economic organizations in Henan Province and improve the overall economic level of Henan Province.
