贫困脆弱性解构与精准脱贫制度重构——基于西部农村地区

【摘要】：西部农村贫困症结在于多重风险叠加下的农户脆弱性。西部农村贫困结构复杂,绝对贫困与相对贫困、物质贫困与精神贫困、资源贫困与能力贫困、静态贫困与动态贫困交织并存。纷繁复杂的贫困现象背后隐藏着深层次的脆弱性根源。西部部分农村受地理位置、气候条件等因素影响,生态环境恶劣,自然灾害频发,同时在政策、制度、人才等的交织作用下,地方经济发展不足,社会管理缺位,文化教育落后,农户抗风险能力薄弱,形成了异常脆弱的"人类-环境"耦合系统,产生了较为严重的贫困问题。提高反贫困效益,必须以降低农户脆弱性为切入点,将反贫困与建成全面小康以及农业供给侧结构性改革相结合,从多层面重构精准脱贫制度安排。
[Abstract]:The crux of rural poverty in western China lies in the vulnerability of farmers under the superposition of multiple risks. The structure of poverty in western rural areas is complex, absolute poverty and relative poverty, material poverty and spiritual poverty, resource poverty and capacity poverty, static poverty and dynamic poverty coexist. Behind the complex phenomenon of poverty lies the deep root of vulnerability. Affected by geographical location, climatic conditions and other factors, the ecological environment is bad and natural disasters occur frequently in some rural areas in the western region. At the same time, under the intertwined action of policies, systems and talents, the local economic development is insufficient, the social management is absent, the culture and education are backward, the farmers' ability to resist risks is weak, and an extremely fragile "human-environment" coupling system has been formed, resulting in a more serious poverty problem. In order to improve the efficiency of anti-poverty, we must take reducing the vulnerability of farmers as the starting point, combine anti-poverty with building an all-round well-off society and structural reform on the supply side of agriculture, and reconstruct the arrangement of accurate poverty eradication system from many levels.
