【摘要】：经济技术开发区是完善城市空间结构,促进经济增长的重要助推器。当前我国经济技术开发区规划研究尚处于初级阶段,没有固定的规划模式和成果要求,因此,结合不同的地域和发展背景,制定适合地方发展的园区规划具有重要意义。某城是全国重要的石油、石化产业城,是黑龙江省实施“五大规划”发展战略、推动十大重点产业发展的重要载体。某经济技术开发区是实现资源型城市转型升级、打造承载某未来产业发展的战略平台,在区域经济建设中发挥着重要的示范和引领作用。但是,经过9年的开发建设,某经济技术开发区在发展规划方面也发现一些问题,亟待解决。特别是被批准升格为国家级经济技术开发区以后,某经济技术开发区如何适应形势变化,研究发展战略、制定总体规划,成为影响未来发展的关键问题之一。为此,本文选取某经济技术开发区作为研究对象,通过充分的理论研究,为总体规划研究提供了理论支撑。通过规划背景SWOT分析和规划现状调查,指出了优势和机遇、提出了劣势和威胁、分析了存在的问题,为后续研究提供了重要依据。通过研究分析,提出了某经济技术开发区的规划思路、规划理念、区域关系等规划指导思想;产业定位、功能定位、发展目标、开发时序等发展战略规划;空间规划策略、空间结构规划等功能结构规划。结合实际,从居住用地布局、公共服务设施、工业及物流仓储用地布局、城市绿地水系、道路交通、道路景观、城市市政公用设施工程等方面进行了专项规划研究,形成了规划方案。
[Abstract]:Economic and technological development zone is an important booster to perfect urban spatial structure and promote economic growth. At present, the planning research of economic and technological development zone in China is still in the primary stage, and there is no fixed planning model and achievement requirement. Therefore, combining with different regions and development background, it is of great significance to formulate the park planning suitable for local development. A certain city is an important petroleum and petrochemical industry city in China. It is an important carrier for Heilongjiang Province to carry out the development strategy of "five major plans" and promote the development of ten key industries. A certain economic and technological development zone is to realize the transformation and upgrading of resource-based cities. To build a strategic platform to carry the development of a certain future industry plays an important role in demonstrating and leading regional economic construction. However, after 9 years of development and construction. A certain economic and technological development zone also found some problems in the development planning, which need to be solved urgently. Especially, after being approved to be upgraded to the national level economic and technological development zone, how to adapt to the changing situation of an economic and technological development zone. Research on development strategy and overall planning have become one of the key issues affecting the future development. Therefore, this paper selects a certain economic and technological development zone as the research object, through the full theoretical research. It provides theoretical support for the overall planning research. Through the planning background SWOT analysis and planning status investigation, it points out the advantages and opportunities, puts forward the disadvantages and threats, and analyzes the existing problems. It provides an important basis for the follow-up research. Through the research and analysis, this paper puts forward the planning ideas, planning concepts, regional relations and other planning guidelines of a certain economic and technological development zone. Industrial positioning, functional positioning, development goals, development timing and other development strategy planning; Spatial planning strategy, spatial structure planning and other functional structure planning. Combined with reality, from residential land layout, public service facilities, industrial and logistics storage land layout, urban green water system, road traffic, road landscape. The city municipal utility project and other aspects of the special planning study, formed a planning plan.
