【摘要】：煤炭在国家能源构成中的重要占比和资源分布与消费地域的差异,客观上将持久对煤炭物流产生依赖。芜湖港历来是长江煤炭重要输出港,在长江经济带战略、煤炭物流发展、省市区域产业布局等规划中,芜湖港煤炭物流都占据重要地位,要求芜湖港煤炭物流必须发展、壮大、升级,为国家能源安全、区域经济发展、港城产业互促做出积极、重要贡献。本文在对物流实践发展总结和典型案例研究的基础上,深刻剖析了芜湖港煤炭物流业务的发展现状、面临的挑战与机遇等,试图将供应链物流、第三方物流、煤炭物流、港口物流等物流业务的发展成果与传统港口业务环节进行融合,把港口煤炭装卸置入整个物流服务链条,实现整链业务的高效率、高效益,进而激活、带动区域经济发展的有效因素,实现港城互动、协调发展。文章基于整链视角,对芜湖港煤炭物流发展战略进行研究,首先从煤炭物流链前、后端需求分析开始,对煤炭物流链的流程重构,通过煤炭来源优选、增值服务升级来实现战略方向转型,进而完善基础支持、节点控制、煤炭精配、精准配送和智能信息等业务功能,并对运输通道、独立库存、数据信息进行科学整合,确定投资重点,规划融资支撑,争取政策支持,实现整链条件下芜湖港煤炭物流业务的效益结构优化。同时,芜湖港也要结合其长久以来积累的以煤炭为特色的主营业务实际,以及芜湖市、安徽省、长江内河、华东、华中等区域、行业经济发展对于煤炭这一能源产品的现实需要,借助于电子技术、信息技术等现代科技手段,促进管理升级,实现煤炭物流整链管理的跨越、引领式发展。本文研究认为,在发展战略规划构建方面,芜湖港煤炭整链物流可以、也完全可能借鉴成熟理论和成功案例,沿煤炭全生命周期、从服务供给侧,为芜湖港煤炭物流整链业务的整合发展提供理论指导和实践服务。这个战略的规划和实践,不仅具有必要性,而且在理论上可行、在现实上可能。通过芜湖港煤炭整链物流战略的实践,可以发挥典型样本的示范作用,将其经验和理论向长江内河、沿海其他煤炭港口移植、嫁接,促进煤炭港口物流行业的整体发展、升级;向其它大宗商品物流延伸、拓展,使物流流通更简单、更高效,促进国民经济发展中物流综合成本的有效降低。

In this paper, research on the development of logistics practice and typical cases, analyzes the current situation of the development of Wuhu port coal logistics business, challenges and the opportunity, trying to supply chain logistics, third party logistics, coal logistics, integration and development achievements of port logistics logistics business and traditional business links to the port, the port of coal In handling the whole logistics service chain, realize the whole business chain of high efficiency, high efficiency, and then activated, effective factors of the regional economic development, realize the coordinated development of the port city interaction, the whole chain. Based on the perspective of the research on Wuhu port coal logistics development strategy, first from the coal logistics chain, is the demand analysis process. The reconstruction of the coal logistics chain, through the optimization of coal source, value-added services upgrade to achieve strategic direction of the transformation, and improve the basic support, node control, coal fine, accurate delivery and intelligent information and other business functions, and independent inventory of transport channels, integrate scientific data, determine the focus of investment planning, financing support. For policy support, optimize the structure to achieve the whole benefit chain under the condition of Wuhu port coal logistics business. This paper argues that in the construction of the strategic development plan, Wuhu port coal logistics chain, may also learn from the mature theories and successful cases of coal along the whole life cycle, from the supply side of the service, to provide theoretical guidance and practical service integration development for Wuhu port coal logistics chain business planning and implementation of this strategy.
