济南创新谷科技产业园区项目基础设施融资模式选择研究

【摘要】：产业园区作为区域经济现代化和国际化的关键载体,是促进区域经济增长的重要推动力,也是实现区域经济快速增长的主要途径,各地区纷纷基于本区域的特色和优势条件建立地区产业园区。但是产业园区投资具有投资规模大,投资期长和低收益等特点,加之市政配套和园区建设初期费用需求量大,融资问题成为我国园区开发建设和发展的最大瓶颈,园区基础设施的融资问题尤为严重。现阶段园区基础设施建设仍然以政府财政主导投资,政府财力毕竟有限,使园区基础设施建设不能按时开工建设,影响了园区整体建设的步伐,这也从某种程度上制约了园区经济的健康快速发展,如何解决园区基础设施项目建设过程中的资金问题就成为政府需要亟待的难题。基于此,本文以济南创新谷科技产业园区内基础设施为研究对象,通过多次实地调查,并与创新谷管委会投资部的相关领导进行座谈,掌握济南创新谷园区内基础设施的建设的现况和发展规划。在相关理论研究的基础上,本文首先界定了园区的定义,以及基础设施相关概念和分类,并且梳理了基础设施融资等相关文献,为本文后续的研究奠定基础。进而阐述了典型的项目融资模式,介绍了BOT模式、TOT模式、PFI模式、PPP模式、BT模式和ABS模式等融资特点和适用条件,并分析我国产业园区基础设施融资的现状和不足之处。为了更好地选择基础设施的融资模式,设计出基础设施评价的指标体系,指标体系包括4个一级指标和13个二级指标,并确定出指标的权重,进而根据模糊综合层次分析方法(FAHP)原理构建出融资模式的评价模型。在上述基础上,结合济南创新谷科技产业园区的实际特点,根据园区基础设施可分为经营性基础设施、准经营性基础设施和非经营性基础设施等三种类型的要求,利用基于FAHP的融资评价模型选择出不同类型下最优的融资模式,并设计出各种融资模式的实施方案。结合上述研究内容,提出济南创新谷科技产业园区的基础设施融资顺利实施的保障措施。
[Abstract]:As the key carrier of regional economic modernization and internationalization, industrial park is an important driving force to promote regional economic growth, and also the main way to achieve rapid regional economic growth. All regions have established regional industrial parks based on the characteristics and advantages of the region, but the investment of industrial parks has the characteristics of large scale, long investment period and low returns. In addition, the financing problem has become the biggest bottleneck of the park development and development in our country because of the large demand for the initial cost of municipal supporting and park construction. The financing problem of the infrastructure of the park is especially serious. At present, the construction of the infrastructure of the park is still dominated by the government finance. After all, the financial resources of the government are limited, which makes the construction of the infrastructure of the park unable to start construction on time. It affects the pace of the overall construction of the park, which to some extent restricts the healthy and rapid development of the park economy. How to solve the fund problem in the process of construction of infrastructure projects has become an urgent problem for the government. Based on this, this paper takes the infrastructure of Jinan Innovation Valley Science and Technology Industrial Park as the research object, through many field investigations, and discusses with the relevant leaders of the Investment Department of the Innovation Valley Management Committee. Grasp the current situation and development plan of infrastructure construction in Jinan Innovation Valley Park. On the basis of relevant theoretical research, this paper first defines the definition of the park, as well as infrastructure related concepts and classification. And combed the infrastructure financing and other related literature, for the future study of this paper laid a foundation. Then elaborated the typical project financing model, introduced the BOT model tot model. PPP mode, BT mode and ABS mode are suitable for financing, and the present situation and shortcomings of infrastructure financing in industrial parks in China are analyzed. In order to better choose the financing mode of infrastructure. The index system of infrastructure evaluation is designed. The index system includes 4 primary indexes and 13 secondary indexes, and the weight of the indicators is determined. Then according to the fuzzy comprehensive analytic hierarchy process (FAHP) principle to build the evaluation model of financing model. On the basis of the above, combined with the actual characteristics of Jinan Innovation Valley Science and Technology Industrial Park. According to the park infrastructure can be divided into three types of operational infrastructure, quasi-operational infrastructure and non-operational infrastructure. Using the financing evaluation model based on FAHP to select the optimal financing model under different types, and design the implementation of various financing models. This paper puts forward the guarantee measures for the smooth implementation of infrastructure financing in Jinan Innovation Valley Science and Technology Industrial Park.
