河北省景县产业集聚对县域经济竞争力的影响研究

【摘要】：产业集聚是产业在发展过程中的一种地缘现象,即彼此关联的企业与机构在特定的区域内集中,构成上、中、下游结构体系完整,具有较高灵活性和机动性的有机体系。产业集聚现象首先出现在发达国家,其对提升区域经济竞争力的作用非常明显,已经成为当代世界经济发展中广泛存在的独特现象。我国改革开放以来的高速经济增长,催生了沿海一大批产业集聚,如福建莆田的制鞋产业、广东珠江东岸的电子信息设备产业、东莞的服装生产贸易产业等。伴随这些产业集聚的发展,沿海一带的区域综合实力以及区域经济竞争力迅速得到提升。在全球化竞争日益激烈的当代,产业集聚已经成为一个地区乃至国家提升区域经济竞争力的重要途径。本文以国内外学者对产业集聚和区域经济竞争力的研究成果为基础,以河北省景县的产业集聚和县域经济竞争力的变革为依据,对二者的关系以及前者对后者的影响进行研究。首先,本文分别对产业集聚理论和区域经济竞争力理论进行了相关文献梳理,从理论角度分析产业集聚对区域经济竞争力的影响以及影响机理。然后搜集、整理河北省景县三大产业集聚和景县宏观经济在2005年—2015年的相关数据,利用区位商和产业聚集指数对景县的三大产业的集聚度进行测量,并使用统计性描述方法对景县的县域经济竞争力现状进行分析,之后构建出产业集聚和县域经济竞争力的评价指标体系,利用突变级数法测算出二者的综合指数,再运用E-G两步法就产业集聚对县域经济竞争力的影响进行了实证分析。结论表明:河北省景县三大产业的集聚度连续11年一直保持着较为稳定的上升趋势,其中橡塑制品的集聚度最高,其次是铁塔钢构,最后是机械制造。E-G两步法回归分析表明:橡塑制品对县域经济竞争力的影响最大,其次是铁塔钢构和机械制造,其中橡塑制品产业集聚综合指数每提高1%,景县县域经济竞争力综合指数提高1.001%,铁塔钢构产业集聚综合指数每提高1%,景县县域经济竞争力综合指数便提高0.425%,对于机械制造产业集聚,它每提高1%,景县县域经济竞争力综合指数降低0.603%。从而可以得出河北省景县橡塑制品产业集聚和铁塔钢构产业集聚对县域经济竞争力的提升具有促进作用,而机械制造产业集聚对景县县域经济竞争力的提升具有阻碍作用。最后,依据本文研究结论,本文就如何优化产业集聚以提升县域经济竞争力提出一系列的对策建议,如强化集聚企业的自主创新能力,打造优势区位品牌;推进产业链的整合升级,避免企业之间的恶性竞争;健全人才开发机制,以吸引更多优秀人才;加快推进重点园区建设,为区内企业提供更加优质的服务;以文化建设为主线,促进经济、人文与环境的协调发展等一系列切实可行的建议,以期为发挥产业集聚优势,促进县域经济竞争力的提升提供理论基础与政策建议。
[Abstract]:Industrial agglomeration is a kind of geographical phenomenon in the process of industrial development, that is, the interrelated enterprises and institutions are concentrated in the specific region, the structure of the middle and lower reaches is complete. With high flexibility and mobility of the organic system. Industrial agglomeration first appeared in developed countries, its role in promoting regional economic competitiveness is very obvious. China's rapid economic growth since the reform and opening up has given birth to a large number of coastal industrial agglomeration, such as Fujian Putian shoemaking industry. The electronic information equipment industry on the east coast of the Pearl River in Guangdong and the garment production and trade industry in Dongguan have been accompanied by the development of these industries. The regional comprehensive strength and regional economic competitiveness of the coastal areas have been rapidly promoted. In the contemporary era of increasingly fierce global competition. Industrial agglomeration has become an important way for a region and even a country to enhance regional economic competitiveness. This paper is based on the research results of domestic and foreign scholars on industrial agglomeration and regional economic competitiveness. Based on the changes of industrial agglomeration and the competitiveness of county economy in Jingxian County, Hebei Province, the relationship between the two and the influence of the former on the latter are studied. This paper reviews the theory of industrial agglomeration and the theory of regional economic competitiveness, analyzes the impact of industrial agglomeration on regional economic competitiveness from the theoretical point of view, and then collects. This paper collates the data of the three industrial agglomeration of Jingxian and the macro-economy of Jingxian from 2005 to 2015, and measures the convergence degree of the three industries by using location quotient and industrial agglomeration index. And use the statistical description method to analyze the present situation of the county economic competitiveness of Jingxian, and then construct the evaluation index system of industrial agglomeration and county economic competitiveness. The comprehensive index of the two is calculated by the method of sudden change series. Then the paper makes an empirical analysis on the influence of industrial agglomeration on the competitiveness of county economy by using E-G two-step method. The conclusion shows that:. The convergence of the three major industries in Jingxian County of Hebei Province has maintained a relatively stable upward trend for 11 consecutive years. Among them, rubber and plastic products have the highest concentration degree, followed by steel tower, and finally mechanical manufacturing. E-G two-step regression analysis shows that rubber and plastic products have the greatest impact on the county economic competitiveness. The next is steel tower and mechanical manufacturing, in which rubber and plastic products industry agglomeration index each increase 1, Jingxian county economic competitiveness index increased by 1.001%. The comprehensive index of industry agglomeration of iron tower and steel structure is improved by 1%, and the comprehensive index of economic competitiveness of Jingxian county is increased by 0.425. For the agglomeration of machinery manufacturing industry, it increases by 1%. The comprehensive index of economic competitiveness of Jingxian county is reduced by 0.603.Thus, it can be concluded that the agglomeration of rubber and plastic products industry and steel tower industry agglomeration in Jingxian county of Hebei province can promote the promotion of the competitiveness of county economy. The machinery manufacturing industry agglomeration hinders the promotion of the competitiveness of Jingxian county economy. Finally, according to the conclusions of this paper. This paper puts forward a series of countermeasures and suggestions on how to optimize industrial agglomeration in order to enhance the competitiveness of county economy, such as strengthening the independent innovation ability of agglomeration enterprises and creating superior regional brand. Promote the integration and upgrading of the industrial chain to avoid vicious competition among enterprises; Perfect the talent development mechanism to attract more excellent talents; Speed up the construction of key parks to provide more quality services for enterprises in the region; Take the cultural construction as the main line, promote the coordinated development of economy, humanities and environment, and so on a series of practical suggestions, in order to give play to the advantages of industrial agglomeration. To promote the competitiveness of the county economy to provide the theoretical basis and policy recommendations.
