九台市农民创业问题研究

【摘要】：九台市位于吉林省中部，西接长春，东临吉林，龙嘉机场坐落于此，随着长吉图开发开放先导区的建立和长吉一体化进程的加快，九台市农民城镇化水平实现了突破性的提高。从1982年至今，从包产到户、包干到户到家庭联产承包责任制，再到农民增收若干政策意见的出台，九台市一直紧跟国家农业改革步伐，积极构建新型的农业经营管理体系。系列政策制度的确立为农民创业问题的研究奠定了坚实的理论基础，也为九台市农民创业提供了方向性的指引。随着改革开放的进一步推进，城乡差距成为影响经济和社会发展的热点问题,许多学者从多种角度研究和分析了破解农村经济发展的难题，但实践证明破解农业发展的难题不能仅仅依靠补贴，农民城市化、乡村城市化等方式，鼓励农民创业对振兴农村区域经济意义更加深远。本文立足时代潮流，对农民创业问题进行研究，通过鼓励农民创业，以榜样引领创业潮流，促进农民发家致富，进而从源头上拉动农村经济发展，也正迎合了中央一号文件深化农村改革的要求。农民创业必然带动农民收入的增长，为农村经济的繁荣发展提供动力。论文在研究过程中发现影响九台市农民创业的因素主要有身体和心理两个方面，其中九台市农村的亲缘、地缘、血缘是农民社会网络特征，他影响了创业者个人的意志、感觉、直觉、思维、气质等方面；对于农民创业的外部因素研究发现影响农民创业的主要因素有体制、社会文化、地区经济发展水平等。通过文章研究发现九台市农民创业面临的挑战主要有创业者自身素质偏低，观念较为落后，机制体制上的保障不足等方面。由于农民创业活动与其他创业活动有很大相似之处，所以提高农民创业素质，对农民创业进行培训工作有利于提升农民创业，开展城乡创业座谈会，利用大学生实习也可以对农民创业有所促动；在营造良好创业环境方面，，可以在农民创业领域上倡导农民拓宽创业领域，发展特色农产品市场，在提高政府服务水平方面，可以扩大服务范围，加大服务力度。论文通过分析九台市农民创业的现状，研究九台市农民的创业特点，从内部、外部两个方面分析农民创业影响因素，研究发现九台市农民创业的主要体现在缺乏创业资本和创业环境等三个方面。并在论文最后一章研究九台市农民创业问题的破解之法，主要从创业教育、创业政策制度、拓展农民创业领域等方面去解决农民创业问题，提升农民创业质量，保障农民创业成功率，降低农民创业风险，加快农民非农业化转移，助推农村城镇化建设和农村经济发展。
[Abstract]:Jiutai City is located in the middle of Jilin Province, Changchun in the west, Jilin in the east, and Longjia Airport in the east. With the establishment of the Changji development and opening leading area and the acceleration of the integration process of Changji. The urbanization level of farmers in Jiutai has achieved a breakthrough improvement. From 1982 to now, from output to households, from household to household contract responsibility system, and then to the introduction of a number of policy opinions on increasing farmers' income. Jiutai City has been closely following the pace of national agricultural reform, actively building a new agricultural management and management system. The establishment of a series of policies and systems for farmers to establish a solid theoretical foundation for the study of entrepreneurship. With the further development of reform and opening up, the gap between urban and rural areas has become a hot issue affecting economic and social development. Many scholars have studied and analyzed the problem of rural economic development from various angles, but the practice has proved that solving the problem of agricultural development can not only rely on subsidies, rural urbanization, rural urbanization and so on. This paper bases on the trend of the times, studies the problem of farmers' entrepreneurship, by encouraging farmers to start their own businesses, lead the trend of entrepreneurship by example. To promote farmers to become rich, and thus to promote rural economic development from the source, is also meeting the requirements of deepening the rural reform in the No. 1 document of the Central Committee of the people's Republic of China. Farmers' entrepreneurship will inevitably lead to the growth of farmers' income and provide a driving force for the prosperity and development of rural economy. In the research process, the paper found that there are two main factors affecting farmers' entrepreneurship in Jiutai City: physical and psychological. Among them, the relationship, geography and blood relationship of the rural areas of Jiutai City are the characteristics of the farmers' social network, which has influenced the entrepreneurs' will, feeling, intuition, thinking, temperament and so on. The study on the external factors of farmers' entrepreneurship found that the main factors affecting farmers' entrepreneurship are system, social culture. Through the research of the paper, we find that the challenges facing the farmers' entrepreneurship in Jiutai are the low quality of the entrepreneurs themselves and the backward concept. Because farmers' entrepreneurial activities are very similar to other entrepreneurial activities, so improving farmers' entrepreneurial quality and training farmers' entrepreneurship is conducive to the promotion of farmers' entrepreneurship. To develop urban and rural entrepreneurship forum, the use of student internships can also promote farmers to start a business; In the construction of a good entrepreneurial environment, we can advocate in the field of farmers to expand the field of entrepreneurship, develop the market of characteristic agricultural products, in improving the level of government services, can expand the scope of services. Through the analysis of the status quo of farmers' entrepreneurship in Jiutai, this paper studies the characteristics of farmers' entrepreneurship in Jiutai, and analyzes the influencing factors of farmers' entrepreneurship from two aspects: internal and external. The study found that the farmers entrepreneurship in Jiutai mainly reflected in the lack of venture capital and entrepreneurial environment in three aspects. And in the last chapter of the paper research on the solution of the problem of farmers entrepreneurship in Jiutai City, mainly from entrepreneurship education. Entrepreneurship policy system, expand the field of farmers to solve entrepreneurial problems, improve the quality of farmers entrepreneurship, ensure success rate of farmers, reduce the risk of farmers to start businesses, accelerate the transfer of non-agricultural farmers. Promote rural urbanization and rural economic development.
