云南经济开发区工业园区档案管理现状分析及对策研究

【摘要】：改革开放以来,特别是邓小平同志南巡讲话以后,各类型的经济开发区和工业园区(以下部分表述为“园区”)成为引领我国经济社会发展、推动企业升级和经济转型的重要力量,经过二十多年的发展,大部分经济开放区和工业园区从发展规划理念、运行管理机制、内生发展动力和与国际接轨等方面日益成熟和提升。经济开发区和工业园区的快速发展,一方面改变了传统档案管理的理念、体制机制和模式,一方面对档案管理的理论研究、政策制定、制度体系和业务规范体系等提出了新的要求。档案的科学管理水平是衡量一个经济开发区和工业园区管理水平和建设水平的重要内容。而档案特有的属性又决定了档案工作对经济社会各项事业发展的重要推动作用。云南经济开发区、工业园区作为云南省经济社会发展的重要支撑和组成部分,在提高区域经济发展水平、促进中小城市发展方面起着不可替代的作用。不断深化对云南经济开发区、工业园区档案工作的研究,借鉴发达地区有效经验和成熟的档案管理机制和方法,有针对性的提出参考意见建议,全面提高云南经济开发区、工业园区的档案管理水平,是档案理论研究的当务之急。云南经济开发区和工业园区起步早,但发展慢,整体经济效益和发展水平低,不同地区园区的发展参差不齐,与发达省区市相比,云南各园区在规划布局、基础实施建设、入园企业引进方面,存在一定差距,在园区科技创新能力、科技研发及新经济领域建设推进方面的差距逐步拉大。在档案管理工作中存在着理论研究水平、政策措施和业务规范制定、档案管理和服务水平与实际工作需要不相适应等问题；存在着档案信息资源匮乏,档案的形成、控制、积累和归档的有效机制不完善等问题；存在着档案信息资源应有作用不能有效发挥等问题。这些问题的存在,一定程度上制约和阻碍了云南经济开发区、工业园区的健康、持续发展。本文研究的主要目的：以国家有关档案管理法律法规、业务标准规范为指导,以我国经济领域档案管理理论为基础,以云南经济开发区、工业园区为研究对象,以调查分析、梳理归纳为基本方法,在已有研究成果的基础上,进一步厘清云南经济开发区和工业园区档案管理中存在的问题,分析存在的问题的原因,提出科学的意见和建议,为云南经济开发区、工业开发区档案管理水平的提升添油加能。
[Abstract]:Since the reform and opening up, especially after Comrade Deng Xiaoping's southern tour speech, various types of economic development zones and industrial parks (hereinafter expressed as part of the "Park") become the leading China's economic and social development, an important force to promote economic transformation and upgrading of enterprises, after more than 20 years of development, most open economic zones and industrial parks from development planning the idea, operation and management mechanism, endogenous development momentum and international aspects of the maturity and improvement. The rapid development of economic development zones and industrial parks, on the one hand, has changed the traditional archives management concept, mechanism and mode, on the one hand, theoretical research, archives management policy, put forward new requirements system and service standard system. The scientific management level of archives is an important part of a measure of economic development zones and industrial parks management level and the level of construction and archives. The unique attributes and determines the important archival work of the development of economy and society. Yunnan Economic Development Zone Industrial Park, economic and social development in Yunnan Province as an important component of support and in improving the level of regional economic development, plays an irreplaceable role in the promotion of small and medium-sized city development. The deepening of Yunnan Economic Development Zone Industrial Park, the research of archival work, learn from the experience of developed areas and mature archives management mechanism and methods, and proposes the reference opinions and suggestions, and comprehensively improve the Yunnan Economic Development Zone Industrial Park, the level of archives management, archives is a pressing matter of the moment theory. Yunnan Economic Development Zone and industrial park started early, but the slow development, the overall economic benefits and the low level of development, the development of different areas of the park uneven, compared with the developed provinces, each park in Yunnan Planning, implementation of construction enterprises in the park, the introduction, there is a certain gap in the park, technological innovation, technology development and the new economic areas to promote the construction of the gap is widening gradually. In the archives management work exists in the level of theoretical research, policy measures and standards of business, management and service level of archives and the actual need of work do not adapt to the problem; there are archives information resources, archives formation, control, effective accumulation mechanism and filing is not perfect; there are archives information resources should not effectively play. The existence of these problems, to some extent hindered the Yunnan Economic Development Zone, industrial park the healthy and sustainable development. The main purpose of this study: to the relevant national archives management laws and regulations, business standards as a guide to the economic field of our country archives tube The theory is based on the Yunnan Economic Development Zone, industrial park as the research object, by investigation and analysis, summed up the basic method, on the basis of existing research results, further clarify the existence of Yunnan economic development zone and Industrial Park in the archives management problems, causes of problems existing in the analysis, put forward the scientific views and suggestions for Yunnan Economic Development Zone, the management level of Industrial Development Zone to enhance the added fuel to the archives.
