杭州与武汉的旧工业区工业用地更新比较研究

【摘要】:旧工业区工业用地更新是目前城市规划学科中一个较为前沿的研究课题。在新中国成立之初,地区经济发展不平衡,70%以上的工业集中于国土面积不到12%的东部沿海狭长地带,而广大内地和边疆地区几乎没有近代工业。为了改变这一落后状况,中央在40多个区域中心城市布局了国家重点建设工程而逐步建立了相对独立的工业地区,这些工业地区的工业生产部门涵盖了国家所有的战略经济部门,代表了当时先进生产力水平,为区域经济的发展做出了巨大贡献。 然而在上个世纪末,这些工业地区由于改革滞后、机制不活,在失去国家扶植之后逐渐失去产业竞争力,被称之为“旧工业区”。它们不同程度的存在一些共性问题:工业企业效益低下,土地大量闲置,土地的级差效益没有得到充分体现,环境污染严重,下岗工人比例增大及再就业困难等严重的功能性和结构性衰退。但是,随着城市空间迅速拓展和城市发展转型,土地供需矛盾变得日益突出,而城市旧工业区处于城市中心区的区位优势,工业用地更新潜力巨大,其更新往往给城市与旧工业区带来双重机遇。 本文以拱墅区(杭州)、青山区(武汉)为例,通过分析旧工业区的区位状况、经济状况、工业发展状况的基础上进行SWOT分析,重点研究了工业用地的用地规模、空间分布、开发强度、交通联系,以此作为进一步分析工业用地更新目标体系和更新模式的基础。最后得出拱墅区(杭州)、青山区(武汉)在工业用地更新方面的异同与启示,以更好的指导未来工业用地更新实践。
[Abstract]:The renewal of industrial land in the old industrial zone is a relatively advanced research subject in the field of urban planning at present. At the beginning of the founding of New China, the regional economic development was not balanced. More than 70% industries are concentrated in the eastern coastal strip with an area of less than 12%, while the vast inland and frontier areas have almost no modern industry. In order to change this backward situation. The central government has gradually established relatively independent industrial areas in more than 40 regional central cities with national priority construction projects, whose industrial production sectors cover all the strategic economic sectors of the country. Represents the level of advanced productive forces at that time, for the development of regional economy made great contributions. However, at the end of the last century, these industrial areas gradually lost their industrial competitiveness after losing the national support because of the lag of reform and the inactivity of the mechanism. It is called "the old industrial zone". They have some common problems in different degrees: the industrial enterprise benefit is low, the land is idle, the differential benefit of the land is not fully reflected, and the environmental pollution is serious. The proportion of laid-off workers increases and re-employment difficulties and other serious functional and structural decline, but with the rapid expansion of urban space and urban development transition, land supply and demand contradictions become increasingly prominent. The old urban industrial zone is located in the location advantage of the urban central district, the potential of industrial land renewal is huge, and its renewal often brings dual opportunities to the city and the old industrial zone. This paper takes Gongshu District (Hangzhou Li, Qingshan District (Wuhan)) as an example, through the analysis of the old industrial zone location, economic situation, industrial development on the basis of SWOT analysis. The paper focuses on the scale, spatial distribution, development intensity and transportation connection of industrial land, which is the basis of further analysis of the target system and renewal model of industrial land renewal. Finally, Gongshu District (Hangzhou) is obtained. In order to guide the practice of industrial land renewal in Qingshan area (Wuhan), there are similarities and differences in industrial land renewal.
