基于可计算一般均衡模型的大飞机产业扶持政策研究

【摘要】:随着全球产业竞争的日趋加剧,大飞机产业成为世界各国重点发展的战略性产业和着力抢占的“制高点”,理论和实践都已表明,大飞机产业对国民经济具有明显的拉动作用,对于推动产业结构升级,促进区域经济增长亦具有重要意义。作为我国建设创新型国家,提高自主创新能力和增强国家核心竞争力的重大战略举措,众多学者对我国大飞机产业发展的各类问题进行了广泛而有意义的研究。然而,以往的研究主要从体制变迁和技术差距的角度探讨我国大飞机产业的发展战略。因此,本文比较分析国内外大飞机产业扶持政策,并通过研究大飞机产业投资政策效应,提出相关政策建议。 本文通过案例研究,在借鉴发达国家发展大飞机产业成功经验的基础上,研究分析国内外大飞机制造产业的政府扶持政策的差异,通过比较发现,国内在扶持大飞机产业发展时存在着需求与供给不匹配、航空发动机制造商与飞机制造商联系不紧密,供应商管控体系不完善、飞机制造商对供应商的管理经验不足等问题。同时,通过前面对扶持政策的总结中发现,国内对于大飞机投资上如何引导缺乏理论与实践上的探索,但投资政策对产业健康发展有着重要的意义,由此本文通过构建可计算一般均衡模型对大飞机产业的投资政策效应进行了重点研究。研究结果表明:增加大飞机产业的投资,,对于制造业与整体经济增长有一定的促进作用,但对于居民消费会产生抑制效应;大飞机产业投资额存在一个最优值,可以最大程度带动经济发展;此外,航空运输业存在投资过剩现象,可以适当减少投资额。 在以上研究的基础上,提出了加快发展我国大飞机产业的相关政策建议,包括追加重大科技专项投入、整机制造商与发动机制造商建立战略联盟、建立健全大飞机供应商的管控体系、鼓励民营资本进入等相关政策。
[Abstract]:With the increasing competition of the global industry, the large aircraft industry has become the strategic industry of key development in the world and the "commanding height" of the effort to seize, both theory and practice have shown. The large aircraft industry has obvious pull effect on the national economy, it is also important to promote the upgrading of industrial structure and regional economic growth. In order to improve the independent innovation ability and enhance the core competitiveness of the country, many scholars have carried out extensive and meaningful research on all kinds of problems in the development of China's large aircraft industry. The previous research mainly discusses the development strategy of China's large aircraft industry from the perspective of system change and technology gap. Therefore, this paper compares and analyzes the domestic and foreign large aircraft industry support policies. And through the study of the large aircraft industry investment policy effect, put forward the relevant policy recommendations. Based on the successful experience of developed countries in developing large aircraft industry, this paper studies and analyzes the differences of government support policies of large aircraft manufacturing industry at home and abroad, and finds out by comparison. In China, there is a mismatch between demand and supply when supporting the development of large aircraft industry, the aero-engine manufacturer and the aircraft manufacturer are not closely linked, and the supplier control system is not perfect. At the same time, through the previous summary of the support policy, it is found that there is a lack of theoretical and practical exploration on how to guide the large aircraft investment in China. However, the investment policy is of great significance to the healthy development of the industry. Therefore, this paper focuses on the investment policy effect of large aircraft industry through the construction of computable general equilibrium model. The results show that: increase the investment of large aircraft industry. It can promote the manufacturing industry and the overall economic growth to some extent, but it will have a restraining effect on the consumption of the residents. There is an optimal value of investment in large aircraft industry, which can promote economic development to the greatest extent; In addition, there is an overinvestment in the air transport industry, which can reduce the investment. On the basis of the above research, the paper puts forward some relevant policy suggestions for speeding up the development of China's large aircraft industry, including the addition of major scientific and technological special investment, and the establishment of strategic alliances between engine manufacturers and machine manufacturers. Establish and improve the management and control system of large aircraft suppliers, encourage private capital entry and other relevant policies.
