阜康市土地财政的成因及治理研究

【摘要】:二十一世纪以来,土地财政逐渐受到普遍关注,并成为热点话题。随着土地出让收益规模的不断膨胀,地方政府越发依赖土地财政,由此引发诸多弊端。随着城市化进程的加快,城市扩张对建设资金的需求进一步加大,“土地财政”成为地方政府解决资金需求矛盾的主要手段。但如果不能改变现有地方政府过度依赖土地财政的局面,势必会推动新一轮的“圈地”热潮,加剧城市的无序扩张,严重制约我国城市经济的可持续发展。因此,如何减少地方政府对土地财政的依赖性,并且保障地方政府拥有充足的财政收入用于城市化建设,是现阶段我国面临的严峻问题。土地财政问题由来已久,土地财政是当前经济与政治环境背景下不可避免的产物。尽管土地财政在一定程度上缓解了地方政府的财政困境,却也同时引发了一些社会负面效应,而且这种负面效应正越来越深刻地影响着社会与经济生活的方方面面。本研究以阜康市为研究区域,在借鉴国内外研究成果的基础上,以土地产权理论、委托代理理论等理论为支撑,对阜康市土地出让结构、土地财政现状及结构进行系统分析,发现阜康市土地财政程度较高,平均达到50%以上。同时,针对当前阜康市土地财政的现状,从税收、土地管理制度、区域产业发展等方面分析其成因,最后从制度改革与完善、区域经济发展等方面提出相关治理措施。
[Abstract]:Since 21th century, land finance has been paid more and more attention to, and become a hot topic. With the continuous expansion of revenue from land transfer, local governments rely more and more on land finance. As the process of urbanization accelerates, The demand for construction funds for urban expansion is further increased, and "land finance" has become the main means for local governments to solve the contradiction of capital demand. But if the existing local governments cannot change the situation of over-reliance on land finance by existing local governments, It is bound to promote a new round of "land enclosure" upsurge, aggravate the urban sprawl, and seriously restrict the sustainable development of our country's urban economy. Therefore, how to reduce the dependence of local governments on land finance, And to ensure that local governments have sufficient financial revenue for the construction of urbanization is a serious problem facing our country at this stage. The land finance problem has a long history. Land finance is an inevitable product under the background of current economic and political environment. Although land finance alleviates the financial difficulties of local governments to some extent, it also leads to some negative social effects. Moreover, this negative effect is more and more deeply affecting all aspects of social and economic life. This study takes Fukang City as the research area, based on the research results at home and abroad, and based on the theory of land property rights. Based on the principal-agent theory and other theories, this paper makes a systematic analysis of the structure of land transfer, the present situation and structure of land finance in Fukang City. It is found that the financial level of land in Fukang City is higher, with an average of more than 50%. In view of the present situation of land finance in Fukang City, this paper analyzes the causes of its formation from the aspects of taxation, land management system, regional industrial development, etc. Finally, it puts forward relevant measures of governance from the aspects of system reform and perfection, regional economic development and so on.
