榆次区工业强区战略推进研究

【摘要】：本文针对榆次区在部分行政权由市政府行使的情况下,如何既能保障大型国有企业的长远发展,又能保障推进“工业强区”战略的科学实施进行研究。政府行政权的使用是一把双刃剑,如何正确使用行政权、行政资源,成为目前亟待解决的难题。政府手中的行政权、行政资源使用得好,可以更好的调集区域内所辖资源,从各方面对区域内经济发展起到正向的宏观调控作用,反之则可能束缚区域经济的正常发展,成为区域经济发展的硬伤,所以系统化地研究正确使用政府手中的行政权、行政资源显得极为重要。本文立足榆次区的实际情况,分析了其区域经济发展中出现的问题。据此提出了相关的对策建议,以裨益于“工业强区”发展战略的实施,从而把榆次区建设成为全省,乃至全国中西部地区最重要的工业化基地,使榆次这颗明珠大放异彩。
[Abstract]:This paper aims at how to ensure the long-term development of large state-owned enterprises in Yuci District, where part of the administrative power is exercised by the municipal government. The use of government administrative power is a double-edged sword. How to correctly use administrative power and administrative resources has become a difficult problem to be solved. If the administrative resources are used well, they can better mobilize the resources under the jurisdiction of the region, and play a positive macro-control role in the economic development of the region from all aspects. Otherwise, it may constrain the normal development of the regional economy and become a severe injury to the development of the regional economy. Therefore, it is very important to systematically study the correct use of administrative power in the hands of the government. Based on the actual situation of Yuci District, this paper analyzes the problems in the development of regional economy, and puts forward some relevant countermeasures and suggestions. In order to benefit the implementation of the development strategy of "strong industrial area", Yuci area will be built into the most important industrialization base of the whole province and even the central and western regions of the whole country, so that the pearl of Yuci will shine brilliantly.
